General information

1. Brief information on the project

The Deutsche Gesellschaft für Internationale Zusammenarbeit (giz) GmbH is a federal enterprise commissioned by the German Federal Ministry for Economic Cooperation and Development (BMZ).

As a service provider with worldwide operations in the fields of international cooperation for sustainable development and international education work, GIZ works with its partners to develop effective solutions that offer people better prospects and sustainably improve their living conditions. GIZ is a public-benefit federal enterprise and supports the German Government and a host of public and private sector clients in a wide variety of areas, including economic development and employment promotion, energy and the environment, and peace and security.

GIZ is a company under private law (a registered limited liability – GmbH), owned by the German Federal Government. It is a non-profit company with a public benefit mandate. GIZ works in more than 120 partner countries around the world to implement programmes in development cooperation, based on bilateral agreements between the German Government and the Governments of the partner countries. With over 50 years of experience in a wide variety of areas, including economic development and employment promotion, energy and environment as well as peace and security, GIZ engages with public institutions, private businesses, civil society actors, research institutions and other stakeholders. GIZ provides technical cooperation aiming to improve the capacities of individuals, organisations and societies. Services include advice by experts, financial contributions, capacity development, providing equipment and materials and conducting analyses, studies and reports. Mainly commissioned by the German Federal Ministry for Economic Cooperation and Development (BMZ), GIZ’s funding is provided by the German Government and the EU as well as contributions from other states and through public-private partnerships.

Since opening its office in Beirut, GIZ has been supporting the German-Lebanese development cooperation. With the overall aim of sustaining the country’s stability, promoting its economic growth and improving the living conditions of the Lebanese, Syrians displaced and Palestinian refugees, GIZ implements projects in the areas of education, water, sustainable economic development, and social participation and conflict transformation. GIZ coordinates closely with the Lebanese Government to implement its projects in alignment with national policies.

 

2. Context

GIZ is in process of having a medical scout who will be serving as the first point of contact for Medical related issues to GIZ in Lebanon

 

3. The contractor shall provide the following services:

 

 

a. Serve as the first point of contact for Medical related issues to GIZ in Lebanon:

 

- Assist and provide technical guidance in handling medical emergencies, and occupational health and safety issues in Lebanon.

- Provide a list of recommended hospitals with points of contact in Tripoli, Beirut, Saida, Bekaa and Tyre.

- Have a medical practice in a hospital within the city of Beirut in one of the below hospitals.

* Saint George Hospital University Medical Center

* Lebanese Geitaoui Hospital

* AUBMC

* Hôtel Dieu de France

* Mount Lebanon Hospital University Medical Center

- In coordination with GIZ Beirut country office, assist and provide technical guidance for GIZ Lebanon in developing Medical evacuation plans by liaising and establishing an open way of communication with GIZ HQ medical services.

- Take part and assist in the frame of GIZ Security Risk Management Systems and attend meetings upon request.

 

b. Support Medical Emergencies:

 

- Act as the first point of contact in the event of a medical emergency involving GIZ staff and their immediate family members / partners.

- Coordinate with medical emergency services  as needed.

- Be reachable 24/7 in case of a medical emergency.

- Provide access to medication if required and available. Costs of medication will be covered by the patient, not GIZ.

- Gather relevant information about the nature and scope of medical emergency.

- Give first advice to the caller for instance what to do, what to check, and which medical facility to visit (with a Dr. contact) for respective treatment or medication.

- Coordinate access to a private hospital / clinic, support and facilitate treatment for the GIZ employee / family member.

- Liaise with GIZ HQ Medical Services based in Eschborn, Germany, if required.

- Assist GIZ HQ Medical Services in organising international medical evacuations. (GIZ already has a contract with an international medical evacuation company – so the role will mainly require liaising with them).

- Assist and work with the hospital regarding evacuation for GIZ international personnel, their partners and family members.

- Assist and work with the hospital regarding national and international personnel in need of relocation within Lebanon for medical treatment.

 

c. Medical equipment

 

- Assist upon request in specifications and evaluations of medical equipment to be purchased by GIZ in Lebanon.

- Once every 6 months inspect and finalize a report on GIZ premises’ medical equipment and first aid kits. (3 offices in Beirut and one in Chekka)

 

d. Additional Provisions of Services upon request:

 

- Make oneself available for consultations in Beirut within 48h.
Costs covered by the patient, not GIZ.

- Conduct Medical Examinations for GIZ international personnel, their immediate family members / partners in cooperation with GIZ Medical Services in GIZ HQ.
Cost will be covered by the patient, not GIZ.

- Assist with storing medication that might require special conditions.
Costs covered by the patient, not GIZ.

- Assist with providing vaccinations to GIZ personnel.
Costs covered by the patient, not GIZ.

- Conduct health examinations for GIZ drivers upon request and against separate invoice to GIZ which includes eye test (proximity, distance, phoria, stereo, colour, night and twilight vision), hearing test, general examination with laboratory tests, exclusion of diabetes, high blood pressure and produce a medical report which concludes the driver is in good health and able to fill the position.

- Coordinate First Aid trainings upon request.

1. Qualifications of proposed staff

 

1.1 Expert 1:

1.1.1 General qualifications:

University degree in medical science
Professional experience: 10 years’ experience in working as a medical doctor

1.1.2 Experience in the region/knowledge of the country
Having worked for at least 5 years in a hospital in Beirut Lebanon  

1.1.3 Language skills: business fluency in English and Arabic

 

2. Specification of inputs

Sustainability aspects for travel

GIZ would like to reduce greenhouse gas emissions (CO2 emissions) caused by travel. When preparing your tender, please incorporate options for reducing emissions, such as selecting the lowest-emission booking class (economy) and using means of transport, airlines and flight routes with a higher CO2 efficiency. For short distances, travel by train (second class) or e-mobility should be the preferred option.

If they cannot be avoided, CO2 emissions caused by air travel should be offset. GIZ specifies a budget for this, through which the carbon offsets can be settled against evidence.

The market for carbon credits is made up of a large number of providers, each with different claims as to their climate impact. The Development and Climate Alliance has published a list of standards. GIZ recommends using the standards specified there

How to apply

The bidders who are interested in participating in the tender must read and comply with the instructions and the Terms of Reference contained in the tender document.

The CV submitted for each expert can have a maximum of four pages. If one of the maximum page lengths is exceeded, the content appearing after the cut-off point will not be included in the assessment. External content (e.g. links to websites) will also not be considered.

After the technical assessment, the Risk Management Office (RMO) will conduct visits for only shortlisted bidders to assess their clinic status and location. According to the site visit, the bidder may be disqualified if they didn’t match the following requirements:

    • AUBMC
    • Hôtel Dieu de France
