1. Introduction
About The Project:
The Technical Assistance (TA) to the Ministry of Education and Higher Education (MEHE) aims to enhance the resilience and effectiveness of Lebanon's education system amidst ongoing crises, including economic collapse and conflict. This initiative seeks to modernize MEHE's IT capabilities to support educational processes and governance.
This EOI invites qualified professionals to express their interest in the position of IT Application Development Specialist to support the institutionalization of IT functions and enhance application development capabilities at MEHE.
2. Description of the Assignment
The Ministry of Education and Higher Education (MEHE) is conducting a critical audit of its IT functions to improve operational efficiency. This audit will encompass areas such as IT infrastructure, applications, cybersecurity, data management, and governance. The objective is to develop a comprehensive 24-month IT improvement plan that establishes in house application development capabilities.
Scope of Work:
The selected individual will be responsible for the following tasks:
- Task 1: Developing SOPs for application development and maintenance in collaboration with the IT Institutionalization expert.
- Task 2: Managing the application lifecycle, including design, development, testing, and deployment.
- Task 3: Leading and mentoring a development team, ensuring continuous capacity building.
- Task 4: Ensuring adherence to cybersecurity standards and data privacy regulations.
- Task 5: Overseeing project management tasks, including planning, execution, and stakeholder collaboration.
The objective is to institutionalize robust application development processes, ensuring scalability, security, and alignment with MEHE’s strategic goals.
3. Qualifications and Requirements
- Bachelor’s degree in Computer Science, IT, or related fields (Master’s degree preferred).
- At least 4-5 years of experience in software development and implementation or IT projects
- Relevant certifications (e.g., AWS Certified Developer, Azure Developer Associate).
- Fluency in Arabic and English.
Expertise in:
- Front-end technologies (e.g., React, JavaScript).
- Back-end technologies (e.g., C#, .NET Core).
- Database management (e.g., SQL) and API development.
- Proven ability to work in a team and implement Agile methodologies.
- Deliver high-quality software solutions.
Advanced certifications or training in software development, project management, or IT security are preferred.
