M&E coordinator

Job Description

The main purpose of this role is to support ensuring the quality and accountability of Dawaer’s Intervention Programs and Projects with Donors and that are focused on increasing the resilience of children and youth through promoting their rights, empowering them, and mobilizing their critical thinking to become responsible global citizens who are capable of expressing themselves freely and be agents of change.

Dawaer foundation is a non-governmental, not for profit, non- partisan organization established in 2015 by a team of motivated activists who build on their extensive diverse experiences to reach a democratic peaceful society respectful of human rights.

Dawaer works with educational institutions, families and communities to enhance child and youth rights and freedom of expression and protect youth from violence. Dawaer also collaborates with decision makers to lobby for laws that enhance youth and human rights.

Role Overview:

The Monitoring and Evaluation Consultant will support the development and strengthening of Dawaer’s M&E system, policies, processes and learning practices. 

S/he will be coordinating and providing support on Projects’ M&E/MEAL planning, development, implementation, reporting and assessment.

S/he will be responsible for development and/or adaption of M&E tools; Data collection, analysis and management; and for deciding on key outputs and expected outcomes.

S/he will be ensuring that Dawaer is accountable to beneficiaries, donors and stakeholders, in line with Dawaer’s/donors’ policies and practices.

S/he will be training Dawaer staff on key M&E concepts, methodologies and reporting skills.

S/he will be responsible of documenting projects’ results in logical models and frameworks and relatively provide M&E support in potential project design and policy, advocacy and campaigns.

S/he will undertake this role in close collaboration with ActionAid Arab Region, and coordination with Dawaer’s Programs Manager.

Accountabilities /Responsibilities: 

In accordance with Dawaer’s policy and procedures, the post holder will be:

• Designing Dawaer’s M&E tools and Planning Dawaer’s MEAL policies/strategies
• Promoting Dawaer’s M&E standards, quality assurance/control and capacity development
• Performing project contextual analysis; identifying theories of change; tracking and verifying indicators/Outputs/Outcome and Impacts
• Providing M&E support to Project Coordinator and Programs Manager in project design, planning and implementation, and impact assessment.
• Documenting/ and Reporting changes on the project performance and providing verifiable indicators for planned and implemented activities
• Assisting Programs Manager on setting Dawaer’s M&E/MEAL frameworks and tools and drafting of M&E concepts for new projects/proposals.
• Strengthening Dawaer’s M&E plan, tools and reports within ActionAid Arab Region project processes and requirements
• Supporting staff in mainstreaming operational activities in accordance with strategic plans, and facilitation of knowledge-sharing among staff on key roles of M&E in project cycle.

Requirements: Qualifications

• Master’s degree in social planning/ rural development, statistical/economic studies or equivalent. Extracurricular courses on M&E studies is a plus.
• 3 to 5 years of relevant experience in Project monitoring and evaluation, quantitative and qualitative statistical processing and design, at the national and/or international level.
• Experience working with local/international NGOs and Good expertise in dealing with different donors’ M&E requirements and frameworks
• Solid expertise in a similar role in humanitarian action projects, emergency/crisis response and/or development contexts.

• Possessing highly developed cultural awareness and ability to work well in an international environment with people from diverse backgrounds and cultures.
• Proven ability to present complex information in succinct manner.

Desirable Knowledge, Experience and Skills

• Experience in data analysis, assessments, results-based project development and management
• Background knowledge of Human Rights Based Approach (HRBA)
• Experience/knowledge of the analysis of psycho-social cases and related support activities
• Skilled in developing M&E policies in risk-management and safeguarding plans
• Proven ability to meet tight deadlines and manage work under pressure, with an emphasis on producing quality products
• Good computer skills and proficiency in M&E related IT skills
• Fluency in Arabic and English with excellent verbal and formal-writing skills.
