Operating since 2004 in Lebanon, DRC has addressed the needs and rights of vulnerable populations, working initially with Palestinian refugees (since 2004), Iraqi refugees (2007-2010), Lebanese IDPs (during the 2006 conflict), migrant domestic workers (since 2009) and, since 2011, responding to the Syrian refugee crisis.

DRC Lebanon is currently delivering programming in protection, housing, infrastructure, basic assistance, livelihoods, and community development interventions. This myriad programming seeks to address the immediate needs of displaced populations and concurrently support vulnerable host populations. DRC has five offices spread throughout Lebanon in, Beirut, the Bekaa, Saida, Tripoli and Qobayat.

 

About the job

The Livelihoods Officer will be in charge of coordinating and implementing overall all the Cash-for-Work activities strategy, design, support and implementation in the governorate North. The Livelihoods Officer will be under the direct supervision of the Livelihoods Team Leader. S/he will work to ensure the Cash-for-Work intervention is ongoing with highest technical quality, activities and reporting are completed on time, that coordination with relevant local stakeholders is and that problems and challenges are identified proactively and solution provided in a feasible manner.

Your main duties and responsibilities will be:

 

  • Actively lead the implementation of the cash for work activities in a way that ensures coherence between field implementation, technical guidelines and commitments outlined in the project proposal.
  • Act as the main liaison between communities, municipalities and the DRC office in all program-related issues; maintain good relationships with participants, and professional relationships with local stakeholders and authorities.
  • Organize and participate in focus group discussions with the community to validate the CfW projects suggested by the municipalities and make sure that the vision and interest of the communities are respected in the final selection of the CfW projects.
  • Design the Cash-for-Work activities, including the procurement, workload for each worker, timeline for the project itself and report accordingly to the Livelihoods team leader on a regular basis.
  • Ensure strong engagement and communication with participants targeted in DRC Livelihoods program and make sure their work place is safe and dignified, and make sure that enquiries are answered in a timely manner, in coordination with the MEAL hotline.
  • Work closely with the rest of the Livelihoods team and the MEAL to support coordination between various project activities, as well as coordination between communities and municipalities in order to ensure integrated programming and streamlined communication; under the overall supervision of the Livelihoods team leader.
  • Follow up and track the budget related to the CfW projects and report to the Livelihoods team leader, and coordinate with finance when relevant regarding the budget for this activity.
  • Work closely with operational staff, specifically procurement team, to ensure proper organization and timely follow up on order requests, payment requests and assets. Act as internal focal point for the distribution and monitoring of project materials, equipment and refreshments and ensure that the purchased supplies are tracked and used properly by the beneficiaries, workers and municipalities on field.
  • Plan payments of beneficiaries, cross-check the payments request and number of hours worked as per the Livelihoods assistant work, prepare the payment request to the Finance department and liaise with them throughout the process.

About you

To be successful in this role we expect you to have a minimum of a Bachelor University degree. Moreover, we also expect the following:

 

Required

 

  • 3 years’ minimum experience with NGOs in Livelihoods, Cash, Shelter or related sectors, or in the engineering construction sector, which would include experience with the following activities:
  • Implementation of Cash-for-Work projects, rehabilitation and shelter related projects
  • Implementation of Cash for Work Projects integrated in Community Support Projects
  • Cash delivery mechanism and modalities
  • Community mobilization
  • Experience managing teams
  • Experience in external coordination with various stakeholders
  • Driving license of at least 2 years old
