Operating since 2004 in Lebanon, DRC has addressed the needs and rights of vulnerable populations, working initially with Palestinian refugees (since 2004), Iraqi refugees (2007-2010), Lebanese IDPs (during the 2006 conflict), migrant domestic workers (since 2009) and, since 2011, responding to the Syrian refugee crisis. DRC Lebanon is currently delivering programming in protection, basic assistance, livelihoods, and community development interventions. This myriad programming seeks to address the immediate needs of displaced populations and concurrently support vulnerable host populations. DRC has three offices spread throughout Lebanon in, Beirut, the Bekaa and North (Halba). For further information about DRC, please refer to our website: https://drc.ngo/ Objectives: In the framework of the Danish Refugee Council’s Livelihoods Learning Journey, DRC is seeking a Research Consultant (Individual or Firm) for a review of DRC’s Market System approach in Lebanon. The consultant will be responsible to conduct a mid-term review research of the Market System Support Activities implemented by DRC in the North, Beqaa and Beirut governorates. The objective of the research is to gather evidence of impact of the market system activities, develop lessons learnt for future projects and develop a comprehensive report of the impact of the current situation on Micro, Small and Medium enterprises (MSMEs) in the North, Beqaa and Beirut governorates.

 

Responsibilities:

 

  • To provide lessons learnt from the MSMEs support and Local Business Clusters (LBC) activities (specifically on the processes used within DRC, the selection of MSMEs, the cash support versus in-kind, etc.)
  • To provide operational recommendations on how the MSME support can be improve if needed to have greater impact
  • To show the impact of the MSMEs support and the LBC on the market system
  • To show the impact of the current political, economic and health situation on the MSMEs

All of the above outputs would be feasible by gathering evidence from the field already collected by DRC (data collected from MSMEs beneficiaries, from interviews with the staffs, from internal documents such as SOPs etc.), as well as through primary and secondary data gathering and interviews with key stakeholders.

 

 The expected outcomes of this research will be:

  • A well designed report detailing the output of the research with graphics for reader friendliness
  •  This report will be used to organize a learning review within DRC to adjust the activities for 2022 upon the lessons learnt and develop new activities as recommended, and will be used as a support to develop new projects

 

 Deliverables:

  •  The consultancy will start on 15 November 2021 and will take a total of one month (until 10 December 2021).

 

 Specific deliverables include:

 

 

  • Two reports, graphically designed as per DRC’s guidelines and ready for external dissemination, containing:
  •  One report splinted as per: one part related to the DRC processes used to support MSMEs and LBC, the lessons learnt and recommendations for the future implementation; one part related to the impact of the support of MSMEs and LBC on the market system.
  •  One report on the impact of the current politic, economic and health situation on the MSMEs and market system in Lebanon. Upon further discussion and advancement of work, the two reports could potentially be combined in one
