DanChurchAid (DCA) is looking for a Program Officer-MEAL for DCA Lebanon Program.

 

Overall Objectives:

 

The MEAL Officer position is a technical role and heads the MEAL function in the DCA Lebanon Humanitarian sector. The MEAL Officer will lead on the development and strategic direction of DCA’s Monitoring, Evaluation, Accountability and Learning (MEAL) systems, policies, and procedures. The position will lead in developing, implementing, and maintaining effective and appropriate Monitoring and Evaluation systems for DCA’s various humanitarian Projects. The post will involve coordination with partners’ project management teams in line with donor reporting requirements, and with DCA guidelines and best practices.

Responsibilities:

  • Ensure MEAL systems are in place in DCA as well as partners.
  • Develop effective MEAL logframes and plans for the projects.
  • Take responsibility for integrating protection age, diversity, and gender perspectives in all areas of work, to ensure equal participation of women and men.
  • Ensure regular reviews of the MEAL system, making improvements as needed and recommended, in consultation with head of program, DCA staff, and partners.
  • Support the development of TOR for consultancies, administering consultancy services. Work with all partners and program team to popularize the reporting processes to ensure that all information and data is collected, documented, and collated in an accurate and timely manner.
  • Initiate, participate and lead needs assessments, mid-term, and terminal evaluations of projects. Work towards digitalization of DCA Lebanon data collection and analysis.
  • Lead/facilitate the preparation of detailed implementation (workplans) and M&E plans; and maintain them living document through periodic review and adjustment.
  • Based on approved workplans and donor reporting requirements, develop a data base capturing and documenting data and relevant information on project activities, beneficiaries, outputs, outcomes, and impacts, in a practical, and “user friendly”, manner.
  • Undertake monitoring field visits and organise regular meetings with partners, produce monitoring visit report/ MoM and update the team based on the findings
  • Generate mid-term/final project reports and share with the head of program for further review and final submission to HQ.
  • Actively participate in development of project proposals, ToC and Logical Frameworks, and development of program strategies.
  • When delegated by the head of program, participate in cluster and coordination meetings and ensure DCA’s adequate representation.
  • Assist DCA MEAL Focal Point in maintaining an Accountability Framework and Complaints Handling Mechanism, consistent with Compliant handling, and assist in receiving and processing complaint referred to DCA Offices.
  • Provide ongoing support to partners and DCA staff to mainstream M&E systems; identify skill gaps that can be addressed in subsequent refresher trainings.
  • In cooperation with partners, produce human interest stories, case stories, newsletters, and other visibility materials communicating DCA and Partner’s humanitarian response.
  • Ensure all partners are reporting with appropriate standards on the Global Results Framework (Key outcome indicators) using the correct People Counting methodologies

 

About the Candidates:

 

To be successful in this role we expect you have the following:

 

Experience and technical competencies:

  • At least 4 years of professional practice in results-based management, monitoring, evaluation, analysis, and research.
  • Experience in working with NGOs/humanitarian agencies in Lebanon or the MENA region
  • Experience on writing lesson learned, case stories, donor report writing, PDM (mostly using kobo tool), documentation, knowledge on key DCA donors and priority sectors indicators

 

Education, Languages and Skills:

  • A bachelor's degree in Project Management, Development Studies, Social Studies, Economics or equivalent will be an added advantage. Advanced training in quantitative methodologies, including database management will be strong added advantage.
  • Computer proficiency in word processing, Power Point, database, spreadsheet, Excel and graphics presentations, including one or more of the following programs: MS Access, GIS, Kobo Collect, Statistical programming skills and other internet applications.
  • Must be flexible and willing to perform other duties and work irregular hours
  • Fluent written/spoken English and Arabic;
  • Excellent communication and organization skills, judgment and tact, and the ability to work both independently and as part of a team.

 

We Offer

 

DCA will offer the successful applicant a one-year contract, renewable dependent on both funding and performance. You must be available to start work as soon as possible and be willing and able to work between Beirut office and Tyre office, 50/50.

Salary and conditions will be in accordance with Danchurchaid Terms of Employment for national staff.
