Project Background:

The Water Sanitation and Conservation (WSC) Project’s purpose is the enhanced conservation and protection of Lebanon’s water resources through achieving three objectives: 1) capacity of wastewater (WW) and sanitation management expanded; 2) efficiency of public water utilities to manage water resources increased; and 3) citizens’ water stewardship enhanced. The availability of usable water resources in Lebanon—a strategic priority country to the U.S. Government’s Global Water Strategy—is at risk, jeopardizing the well-being of citizens and the social compact between the Government of Lebanon (GOL) and its people. In achieving WSC’s three objectives, USAID also hopes to gain fuller municipal and community integration—women and youth included—and a more substantial private sector role in Lebanon’s water sector, as well as greater sustainability of water sector enhancements.

Key Duties and Responsibilities:

The Senior Water Demand Management (WDM) Specialist will be responsible for, but not limited to, the following:

  • Track and document national/international and relevant Water Demand Management (WDM) policies, strategies, regulations, guidelines, and codes.
  • Perform water demand and supply requirement forecasts in coordination with the institutional, technical support and infrastructure teams at WSC in order to meet set water demand targets and key performance indicators (KPIs) of customers.
  • Develop WDM plans and identify target service areas for implementation and building up on WSC. Demo areas WDM projects. Identify special district metering areas (DMAs) and perform system efficiency mapping campaigns to help improve waters supply efficiency and Demand Management performance.
  • Develop special performance improvement action plans/scopes of work to outsource private sector to undertake non-revenue water (NRW) reduction activities, meet O&M cost recovery targets, customer metering and registration campaigns, and leak detection goals.
  • Develop special water balance reports for target service areas.
  • Design and evaluate KPIs based on performance monitoring and benchmarking programs relevant to WDM and based on international standards and benchmarks.
  • Develop plans along with relevant budgeting for WDM programs to be implemented in coordination with target RWEs.
  • Provide technical support for the development of water conservation programs for water users in different sectors.
  • Facilitate the linkage between RWE and technical consultants provided by WSC.
  • Provide technical support on water resource management related strategies to RWEs
  • Provide guidance on water quality and security activities.
  • Acquire and analyze water data to help forecast water demand.
  • Write technical reports related to water resources development and/or water use efficiency.
  • Assist and provide technical input in the design of water supply system networks such as DMAs, customer meters and protection boxes specifications.
  • Provide technical support for customer data base management, such as customer registry, meter readings, and billing and collection.
  • Plan and support capacity building and development of skills in both the public and private sectors.
  • Prepare project concept notes and detailed proposals on the relevant subjects.
  • Any other duties requested based on WSCs crisis response plan.

Due to the current fuel, electricity, and water crisis in Lebanon, all DAI Water Sanitation and Conservation staff may be expected to perform some crisis response duties that are not captured in their job description.  It will be expected that all WSC staff be willing to assist with crisis response related activities within the reasonable recognition of their existing job expertise, experience, skills, and education

Qualifications:

  • The candidate must have a bachelors degree in water management, irrigation, water supply, or civil engineering. Preference will be given to the candidates with M.Sc./M.Tech./ME degree in relevant field.
  • The candidate must have a minimum of 8 years of relevant experience with Bachelor or 6 years with masters degree in planning, implementation, and operation and monitoring of water supply schemes. Preference will be given to candidates with additional years of technical experience in the relevant field.
  • Proven track record in Water Demand Management projects at the national and/or international levels.
  • Experience and competency in relevant computer packages (GIS, Auto CAD, Ms. Office and other engineering and designing packages).
  • The candidate should demonstrate  leadership, management, problem solving, analyzing, research, program developing, team building, conflict resolution, and communication skills and experiences.
  • Experience working on USAID projects knowledge of USAID policies, strategies, and regulations and/or equivalent donors.
  • Excellent interpersonal relationships with national and international staff in a multicultural environment and with multidisciplinary teams.
  • Proven ability to develop solutions for complex construction and technical related problems and to develop resolutions in a timely manner.
  • Experience working with public administrations such line Ministries, Regional Water Establishments, municipalities, industries, agricultural organizations, universities, civic action groups and private sector entities.
  • Excellent report writing skills.
  • Fluency in Arabic verbal and written skills, and excellent verbal and written English skills.
