External Evaluator for the Stand for Art Program


Culture Resource is a regional, non-profit organization founded in 2003 that seeks to support artistic creativity in the Arab region and to encourage cultural exchange within the region and beyond. It aims to support artists, cultural actors and cultural institutions through grants, capacity building, publications and networking, to promote independent creative works outside the commercial mainstream on a regional and international level, and to improve the environment for cultural work through policy research and action.

Stand for Art is a program that supports artists and cultural actors in the Arab region currently facing risk that threatens their safety and security either because of their artistic output and cultural activities or because of their presence in an unsafe environment inside their countries or abroad. Culture Resource launched the program in 2016 after conducting a study of the risks that artists and cultural actors are facing in the region as well as the types of support available to them locally and internationally.

Scope of Work

The evaluator will be responsible for designing, conducting, and reporting on the evaluation of the Stand for Art program, in collaboration with the program team. The evaluation should:

  • Assess the program’s relevance, effectiveness, efficiency, and reached impact,
  • Analyze the socio-political environment in which the program has been implemented,
  • Analyze future challenges and opportunities for the program to propose recommendations that would enhance its ability to reach its objectives and ensure long-term sustainability,
  • Discuss the evaluation findings with the program team and incorporate the conclusive results into the final evaluation report.

The job requires a maximum of 20 non-consecutive working days with no required travel. 


An inception report describing:

  • the evaluation methodology, including the methodology for selecting the sample of the human resources to be consulted and interviewed,
  • the data collection plan (quantitative and qualitative) from existing reports and internal documents as well as qualitative and quantitative methods and tools that will be used throughout the research,
  • a detailed timeline.

A draft evaluation report comprising of:

  • a contextual analysis of the socio-political environment in which the Stand for Art program has been implemented, as well as the socio-political environment to be taken into consideration for future recommendations,
  • desk research that analyzes the program’s internal documents, processes, data, and reports outlined in the inception report,
  • a qualitative analysis of the in-depth interviews conducted with:
  1. selected artists at risk
  2. the program team
  3. members of the steering committee
  4. protection network members
  5. partners.

A final evaluation report that takes into consideration the organization’s comments on the findings and reflections on the draft report containing the quantitative and qualitative assessment of objectives, and that might include infographics, along with recommendations contributing to projecting and developing possibilities and opportunities for the continuity of the program.

All the above-mentioned outputs should be in English with an executive summary of the final evaluation report in Arabic.



  • Analytical skills: the ability to use and analyze multiple methods and tools for the collection of quantitative and qualitative data,
  • Communication skills:
  1. fluency in spoken Arabic and a good understanding of different Arabic dialects,
  2. fluency in written Arabic and English,
  3. the ability to lead one-on-one and group interviews and discussion sessions,
  • Time management and organizational skills.

Work experience 

  • Previous experience in programs’ evaluation or related tasks that require analytical skills and report writing. This includes:
  1. a strong understanding of evaluation principles and methodologies,
  2. an experience with data collection, analysis, and interpretation,
  • Deep understanding of the arts and culture sector across the Arab region.
