COOPI in Lebanon

COOPI started operating and developing humanitarian projects in South Lebanon during the years 2003-2005, then, since 2013, in Northern Lebanon, by supporting most basic and pressing needs of refugees and vulnerable host communities through a multi-sector and integrated approach. The impact of the ongoing economic crisis and COVID-19 outbreak continue to aggravate the loss of jobs and livelihoods amongst refugees and host communities. Before the recent crisis, Lebanon was already the country which host the highest number of refugees per capita, influx that has put a huge burden on national resources and has significantly increased the need of humanitarian support in the country. COOPI is scaling up its emergency programming in response to the consequences of the war and the internal displacement that it has provoked.
COOPI assists communities mainly by providing water, sanitation and hygiene assistance, shelter, multi-purpose cash assistance and education support. The projects are funded by ILO, COOPI Suisse, AICS, and EU.

Role description

The Emergency Project Manager (PM) will lead the implementation of COOPI response to the current crisis in Lebanon, while also supporting its coordination. The PM will directly manage the implementation of the humanitarian projects to respond to the current crisis. The activities and team’s management will represent the bulk of the work. In addition, the PM will support the fundraising efforts of the mission by contributing to the development of humanitarian projects as required. The resource will closely work with Head of Mission (HoM) and the Emergency Response Coordinator.
Main responsibilities and activities
1. Conduct an in-depth needs assessment in the areas targeted for the first emergency response.
2. In line with the results of the needs assessments and the strategic priorities support the development of project proposals.
3. Managing the implementation of the ILO-funded project based on CfW modality in the Bourj Hammoud municipality, including start-up of the activities, staff recruitment, monitoring, coordination, and reporting.
4. Responsible for implementing the first emergency response projects, being the focal point for all processes related his/her projects, including programme, HR, Logistics and Finance
5. Implementation of the MEAL plans related to the active projects under his/her responsibility in line with Donors and COOPI’s guidelines and in coordination with the MEAL team.
6. Guarantee a constant presence and active participation in the coordination hubs (cluster and working groups meetings, etc) and with local authorities, to comply to national regulations and increase the visibility of COOPI's intervention.
7. Collaborate with finance and administrative colleagues to review projects’ budgets, including establishing monthly forecasts and ensuring that funds are spent appropriately and timely.
8. Provide up-to-date humanitarian and contextual crisis analysis to the HoM and Emergency Coordinator, in order to facilitate strategic decision making related to emergency response.
9. In coordination with the Human Resources (HR) department, hiring and training the staff in the emergency response department.
10. Guarantee compliance with COOPI's values, Code of Ethics and internal procedures.
Profile Needed
ESSENTIAL
1. Overall previous work experience of at least 5 years, desirable in emergency response;
2. Experience in implementing MPCA and CfW projects;
3. Working knowledge of English;
4. Excellent ability to prioritize and organize work in compliance with pressing deadlines;
5. Excellent ability to change priorities and review emergencies;
6. Communication and relational skills with various internal and external interlocutors;
7. Flexibility, listening and confidentiality;
8. Stress resistance, availability for rapid response missions;
9. Interest and aptitude for working in an international environment;
10. Excellent knowledge of the Office365 package
11. Respect for the values of the Organization
12. Resident in Beirut.
DESIRABLE
13. Experience with ILO, UN, ECHO and AICS funding.
