Terms of Reference

Position: Civil Engineer

Location: Akkar, North Lebanon

Duration: 2 months

Reporting to: Project Manager

Salary: 2000$

Overview:

The Civil Engineer will be responsible for the technical planning, implementation, and quality assurance of the infrastructure requalification activities, which include cleaning and rehabilitation of drainage systems, waste collection, and urban tree pruning. The engineer will ensure that all tasks adhere to safety, environmental, and technical standards, working closely with community mobilizers and project beneficiaries.

Key Responsibilities:

• Technical Planning and Coordination:
• Develop and review detailed plans and specifications for urban drainage cleaning, waste collection, and pruning activities.
• Coordinate with the Project Manager, municipality officials, and other stakeholders to ensure smooth project flow.

Quality Assurance and Supervision:

• Supervise on-site work, ensuring that all infrastructure tasks are completed according to technical standards and safety protocols.
• Conduct inspections and provide technical guidance to project beneficiaries participating in cash-for-work activities.

Implementation Support:

• Assist with the organization and distribution of necessary tools and equipment for infrastructure and waste management tasks.
• Monitor project activities, ensuring adherence to International Labour Organization (ILO) guidelines on local resource-based (LRB) and community contracting methodologies.
• Environmental and Safety Compliance:
• Ensure that all activities minimize environmental impact and adhere to occupational safety standards.
• Oversee the proper disposal of waste and safe execution of pruning activities to prevent risks to public infrastructure and resident safety.

Documentation and Reporting:

• Maintain records of technical progress and challenges, reporting them regularly to the Project Manager.
• Prepare technical reports detailing project outcomes, challenges, and recommendations for future interventions.

Qualifications:

• Education: Bachelor’s degree in Civil Engineering or a related field.
• Experience: Minimum of 3 years of experience in urban infrastructure or environmental management projects, with knowledge of drainage systems, waste management, and community-based approaches.
• Valid driving license and ability to drive.
• Skills: Strong planning, organizational, and problem-solving skills; knowledge of safety and environmental regulations; proficient in report writing.
• Language: Fluency in English and Arabic is required
