Purpose

To support programme teams and partners to ensure high quality programming and learning by supporting high-quality quantitative and qualitative monitoring & evaluation of projects and programmes and ensure Concern’s programmes are accountable to beneficiaries.

Remarks

This position is based on the availability of funds. 

Responsibilities: 

Team Management

  • Lead and manage M&E team.
  • Plan and manage team’s workload ensuring work is appropriately allocated and responsibilities delegated.
  • Provide technical support and on-going on-the-job training and coaching to MEAL and programme staff, contributing to their capacity building and career development. 
  • Monitor and review performance of staff line managed through Concern’s Performance Development Reviews system (PDR’s) and hold staff accountable for meeting the success criteria.

Programme Development

  • Coordinating and drafting of concept notes and proposals, working closely with programme teams, finance and operational staff, as well as headquarters and technical advisors to facilitate input.
  • Identifying potential donors, attending donor meetings and carrying out donor research in order to understand their mission, policies, strategies, procedures and priorities so as to prepare appropriate funding strategies.
  • Collaborating on the development of programme strategies and plans actively contributing to programme coordination meetings and planning sessions.
  • Provide technical advice and participate in conducting research for new proposals and support surveys for on-going interventions.
  • Developing and maintaining project management tools such as funding trackers grant trackers, reporting templates and reporting schedules ensuring deadlines are met.

Reporting

  • Responsible for the coordination of donor reports across multiple sectors (Livelihoods, WASH, Shelter, Protection and Education) ensuring that the approval process is followed on time to produce high quality reports.
  • Working with Systems and Finance to ensure documentation is correct and properly recorded (e.g. with narrative financial reports and waivers).

Analysis, Monitoring and Evaluation

  • Working with programme teams and partners, ensure M&E plans are in place and followed and that reporting templates are up-to-date, effective and appropriate.
  • Build the capacity of the M&E Officers and programme teams in the collection and analysis of quantitative and qualitative data, including with digital data gathering tools.
  • Act as focal point and provide field-level support for the planning and implementation of M&E activities throughout the programme cycle of Concern, partners and consortium members.
  • Ensure on-going learning on M&E tools is incorporated into programme design.
  • Strengthen links with M&E departments in other NGOs through effective and on-going coordination, information-sharing and results dissemination at regional level and national level.
  • Research/develop appropriate market analysis tools and capacity and ensure that information is shared, analyzed and acted on in a timely manner.

Accountability

  • Ensure appropriate accountability mechanisms are put in place and functional.
  • Support the effective management of the Complaint Response Mechanism (CRM) to ensure maximum protection of programme participants and the efficient and transparent use of Concern’s resources.
  • Promote the communication of the CRM to all beneficiaries, partners and others.
  • Ensure Concern and Partners adhere to and promote Concern’s Code of Conduct and its Associated policies (Programme Participants Protection Policy, Child Safeguarding Policy and Anti Trafficking in Persons Policy) Anti-Fraud Policy and CHS (Common humanitarian standards).
  • Support programming and field staff to ensure that projects are designed and carried out with participation from all targeted communities and that information is shared with communities.

Learning

  • Ensure that all assessment/evaluation reports meet Concern and donor criteria, and promote the integration of recommendations and lessons learnt in project planning, project’s adjustment and future programming.
  • Ensure learning reviews are conducted and documented for all projects.

Information Management

  • Design data collection tools including use of Digital Data Gathering tools.
  • Improve the storage and dissemination of information within the programme.
  • Contribute with high quality data and analysis to donor reports on project deliverables.
  • Oversee and monitor all referrals made internally and externally by referrals focal points using the multi-agency Referral Information Management System (RIMS), holding periodic review meetings on referrals with focal points.
  • Generate report on referrals on a monthly basis.

Visibility

  • Managing the production and writing of high quality case studies and video documentaries/clips ensuring materials demonstrate best practice and critical issues in areas of Concern’s work.
  • Increasing visibility through the development and implementation of communications initiatives (e.g. blogs, cases studies, videos) ensuring compliance of all programmes with donor visibility requirements.
  • Drafting briefings and updates for information & publicity materials, as well as for media organisations, websites and UN bulletins/reports to showcase Concern’s work.
  • Providing training, mentoring and support to programme support staff.
  • Support emergency responses when required, including assessments, planning and reporting.
  • Represent Concern at coordination/sector meetings at district and national level, as well as with Concern’s donors (e.g. ECHO, UNHCR and Irish Aid).
  • Collaborate on advocacy work through provision of sound, reliable and evidence-based information based on thorough research.
  • Provide all necessary documentation support to the CMT.
  • Assist CMT with research related to relevant UN and government strategy plans and progress reports, as requested and agreed.
  • Any other tasks mutually agreed with the Programmes Director and /or the CD.

 

Your skills and experience will include:

Essential:

This position demands a highly organised and dynamic individual with a demonstrated ability to achieve results in a wide complex programme portfolio and demanding environment.

  • Master’s level degree in social sciences, development studies, research, or a related subject.
  • Previous experience in M&E of humanitarian and development programmes and strong understanding of M&E principles and processes, including results-based management, quantitative and qualitative tools and methodologies, reporting etc.
  • Demonstrable understanding and knowledge of inequality, rights related to development and emergency contexts, gender inequality, analysis and prevention and response to Gender Based Violence.
  • Excellent English Communication Skills, both verbal and written.
  • Demonstrable experience in the nurturing of organisational learning in programmes.
  • Strong facilitation and training skills.
  • Strong understanding of research methodologies and the nature of evidence which will influence key decision makers in the area.
  • Experience with digital data gathering.
  • Ability to work effectively with and contribute to multidisciplinary teams.
  • Computer literate with Microsoft Office, Outlook, Excel and Word.

Desirable:

  • Arabic language skills though not required would be an advantage.
  • Previous work experience in response to the Syrian crisis.
  • Previous experience of multi-sectoral response.
  • Experience of working with consortiums.
  • Knowledge of Core Humanitarian Standards, Sphere and Core Humanitarian Standards (CHS).
