1.  Project Background

The Lebanon Community Support Program (CSP) is a multi-year project funded by USAID to support municipalities and underserved and vulnerable communities in providing better services and enhanced economic opportunities to improve lives and reduce tensions that contribute to conflict and violence, primarily in Lebanon’s North, South, and Bekaa regions.

Under TO 4, CSP will provide technical assistance to improve labor skills and employment opportunities for underserved Lebanese citizens through partnerships with private TVET schools, municipal governments, and the private sector. TO 4 supports and improves access to quality TVET. It is working to cultivate sustainable connections with the private sector to facilitate practical training opportunities for students and job seekers. TO 4 also provides scholarship opportunities to job seekers while working with private TVET partners to improve their curricula, educational training, and job placement infrastructure and services. Finally, the activity collaborates with private sector partners to place trainees in jobs and offers technical assistance to improve their human resources and recruitment systems and their connections to private TVET institutions.

2.  Summary of Activity

To improve employment in Lebanon and as part of the Workforce Development Component TO 4, the Community Support Program (CSP) will be offering organizations technical assistance on a range of activities to improve staff recruitment and retention systems. The examples of assistance include but are not limited to setting HR recruitment systems, developing structured internship programs, developing sustainable and effective in-house training, and improving HR processes and systems that contribute to employment and improved productivity at the organization. Assistance will be delivered directly to the business representatives by external specialists hired by CSP to help organizations enhance their HR practices.

Therefore, CSP requires an experienced, HR specialist to provide the business beneficiaries of the program with a rapid and focused needs identification at selected businesses and support implementation plan. Once the need assessment and the implementation plan are approved by CSP, the consultant is requested to implement the support to the business.  The consultant will meet the business and conduct a needs analysis and then implement the support jointly with their HR department based on CSP’s program objectives. CSP intends to work with 30 businesses over the next 18 months.

3.  Specific Duties and Responsibilities

HR problem/assistance . and implementation of the support

  • Visit selected businesses and conduct a HR needs assessment to identify areas of intervention for CSP team
  • Identify Strengths and Key Improvement Areas in one or more areas of the Job descriptions, Staff Recruitment, Staff Retention, In-house training, and Internships
  • Implement the support needed to the businesses which will improve the overall human resource system and procedures

4.  Specific deliverables:

The consultant will be responsible for providing:

  • Need assessment report in term of the needs in the HR department of the organization
  • Support implementation plan including final outcomes, timeframe and LOE
  • Report describing the actual implementation of the support. Documents, forms and procedures produced for the organization supported.

5.  Minimum Qualifications

  • Bachelor’s degree required; masters preferred, Human Resource or Business-Related Degrees
  • At least 8 - 10 years of relevant experience working in Human Resource Development
  • At least 8 - 10 years experience working on needs analysis and problem identification with MSMEs.
  • Clear and demonstrable ability to analyze complex situations and provide a clear and concise action plan.
  • Fluency in spoken Arabic and English required. Excellent English Writing Skills Required

 

6.  Level of Effort and Period of Performance

8.  Reporting

The consultant will report directly to the CSP – Relationship Manager
