1.  Project Background

The Lebanon Community Support Program (CSP) is a multi-year project funded by USAID to support municipalities and underserved and vulnerable communities in providing better services and enhanced economic opportunities to improve lives and reduce tensions that contribute to conflict and violence, primarily in Lebanon’s North, South, and Beqaa regions.

2.  Summary of Position

CSP – Task Order 5 (TO 5) objectives are to implement wastewater infrastructure and to manage an incentive investment fund to mitigate wastewater pollution. This Grants, Subcontracts, and Procurement Specialist is responsible for implementing the solicitation, negotiation, award, administration, and close-out of subawards issued by CSP – Task Order 5 (TO 5). Subawards include grants (in-kind, fixed award amount, simplified and standard cost-reimbursable); purchase orders for commodities and equipment; and subcontracts for design, construction, and O&M. The Grants, Subcontracts, and Procurement Specialist will be responsible for ensuring that all subawards issued are awarded, monitored, and closed-out in accordance with applicable regulations, vetting requirements, policies, procedures, and Chemonics internal controls.

 

3.  Specific Duties and Responsibilities

  • Assists CSP - Task Order 5 team in compliance with Chemonics policies and procedures and consistency with the project Activity Fund and Grants Fund Manuals in coordination with technical and regional staff.
  • Implements subcontracting, grant-making, and procurement, while ensuring compliance with Chemonics internal controls as well as USAID rules and regulations (FAR, AIDAR, CFR, ADS 303, OMB).
  • Works directly with local, regional, or international vendors and service providers to obtain quotations and/or initiate procurements of requested commodities, equipment, and services.
  • Issues solicitations (i.e., RFAs, RFQs, RFPs, EOIs, etc.) on behalf of CSP – Task Order 5 and participates in selection panels to ensure transparency and compliance at all steps.
  • Drafts and prepares grant agreements, issues subcontracts, purchase orders, inclusive of subsequent modifications, and sees through closeouts.
  • Monitors subaward expenditures and update budget trackers.
  • Reviews grantees and subcontractors’ financial reports and payment requests before preparing subsequent payment requests while working closely with TO 5 technical team to receive technical approval.
  • Substantiates accuracy of submitted invoices and documents prior to payments, such as monthly invoices, service charges and equipment procurement payments, change orders and all related procurements to TO 5 subcontracts.
  • Manages records/documents by filing, scanning, and maintaining them. Records/documents will include but not limited to scopes of work, bid documents, evaluation forms, selection, negotiation, notice to proceed, invoices, substantial and final completion, and all related documents needed for the execution of the subcontracts as per USAID and Chemonics requirement.
  • Review TO 5 subcontracts change/variation orders. Conduct market investigation and negotiate submitted change orders prices from subcontractors. Modify subcontracts costs/prices per approved change orders.
  • Conducts partner vetting and due diligence.  
  • Maintains a tracking system for preparation of TO 5’s tenders, evaluation of proposals and applications, and monitoring of subcontractor/ grantee performance, invoicing, and payment.
  • Maintains the inventory tracking system for items procured under grants.
  • Travels to field locations and elsewhere in country if/as needed to support TO 5 subcontract/ grant implementation.
  • Collaborates closely with TO 5 team on daily basis, providing them with direct support, under the guidance and supervision of TO 5 Director or his designee, along with coordination with and under the oversight of CSP Sr. Grants, Subcontracts, and Procurement Manager.
  • Other duties as assigned by TO 5 Director or his designee.

4.  Minimum Qualifications

  • At least 5 years of professional grants, subcontracts, and/procurement experience, two of which in a similar position.
  • Knowledge of USAID rules and regulations related to grants, subcontracts, and procurement is required.
  • Previous experience in construction subcontracts, subcontracts management, grant-making and procurement in USAID-funded projects, is preferred.
  • Fluency in oral and written English and Arabic is required.
  • Organizational, prioritization, and multi-tasking skills are required.

5.  Place of Assignment

The Grants, Subcontracts, and Procurement Specialist will be based in the CSP TO 5 office in Beirut, Lebanon, and travel throughout the country as needed.

6.  Reporting

The Grants, Subcontracts, and Procurement Specialist will report directly to CSP TO 5 Director or his designee, with oversight by CSP Sr. Grants, Subcontracts and Procurement Manager.
