1.  Project Background

 

USAID’s $80 million CSP (2018 – 2025) is designed to provide a broad range of support to underserved and vulnerable communities to improve the delivery of essential services and enhance economic opportunities, primarily in Lebanon’s North, South, and Beqaa regions.

 

2.  Summary of Position

 

The field office-engineer maintains relationships with key stakeholders to design and implement effective community stabilization and development projects.   

 

       3.  Specific Duties and Responsibilities

  • Undertake technical site visits in designated areas for identified projects.
  • Prepare and review feasibility studies and formulate project ideas. S/he will meet with local authorities, partners, beneficiaries, and project staff; prepare preliminary designs, bills of quantity (BOQs), cost estimates, and summaries of technical specifications for the required works, in coordination with the central engineering unit. S/he will also prepare drawings if necessary, provides pictures of site conditions, and proposes solutions to potential issues, among other tasks.
  • Provide technical support to answer didders’ queries and conduct site visits during the bidding process.
  • Follow up on technical issues with local authorities, partners, and staff.
  • Supervise, monitor, and report, in coordination with the central engineering unit, on works implemented by contractors and suppliers to ensure proper implementation; provide technical guidance; and ensure that works comply with technical specifications and drawings and are implemented according to schedule.
  • Validate the quantity and quality of the works according to the established quality control process and submit technical report to the regional program manager (RPM), activity fund team, and engineering team.
  • Approve receipt of goods and supplies on behalf of CSP in coordination with the RPM, activity fund team, and engineering team.
  • Communicate any delay or schedule amendment to the RPM.
  • Assist in recommending program-led community stabilization activities.
  • Ensure that all necessary documentation, including but not limited to material submittals, engineering and shops drawings, and as-built drawings, is electronically filed for each construction project.
  • Write site visit reports and technical reports.
  • Support in writing the technical elements for concept notes and project proposals.
  • When needed, support the South team in conducting community profiles and meetings with stakeholders, local partners, and beneficiaries in the field, as well as any other follow-up tasks with the local community.
  • Other duties, as assigned by the supervisor or his/her designee.

 

       4.  Minimum Qualifications

 

  • University degree is required.
  • At least five years of professional experience in engineering, construction, or another relevant area of expertise.
  • Experience in construction project design, implementation, oversight, or monitoring is preferred.
  • Excellent communication, reporting, and networking skills.
  • Proven experience fostering effective relationships with a variety of stakeholders, including local government, community-based organizations, and the private sector.
  • Experience working with communal committees and donor-funded projects is an asset. 
  • Ability to work independently and as part of a diverse team.
  • Water and wastewater experience is a plus.
  • Fluent spoken Arabic and English required.
  • Access to a car for transportation to site visits.

 

5.  Place of Assignment

The field officer-engineer will be based in one of CSP’s regions of operation and will be expected to travel to the project’s main office in Sin el Fil at least once a week for meetings and consultations.  

 

6.  Reporting

The field officer-engineer will report directly to the RPM. S/he will be coordinating on engineering/technical aspects of the activities with the engineering manager, or equivalent.
