1.  Project Background

The Lebanon Community Support Program (CSP) is a multi-year project funded by USAID to support municipalities and underserved and vulnerable communities in providing better services and enhanced economic opportunities to improve lives and reduce tensions that contribute to conflict and violence, primarily in Lebanon’s North, South, and Beqaa regions.

2.  Summary of Position

Under the supervision of CSP’s senior engineering manager, the electrical engineering specialist will be primarily responsible for working with CSP’s technical teams and procurement team on CSP’s infrastructure rehabilitation and construction projects. S/he will ensure that the interventions are implemented according to international and Lebanese standards, CSP’s approved Quality Control Plan, and meet environmental compliance regulations. The electrical engineering specialist assists the senior engineering manager in ensuring the soundness of design and monitoring progress for all CSP’s interventions with engineering components. Additionally, the electrical engineering specialist will liaise with CSP’s design and supervision subcontractor and environmental compliance subcontractor to ensure overall quality and adherence to the established and approved Quality Control Plan (QCP) and construction protocol.

3.  Specific Duties and Responsibilities

  • Serve as the electrical engineering focal point for all electrical engineering related activities such as generators, solar farms, street lighting, etc.
  • Coordinate with the design and supervision firm and environmental compliance firm to ensure adherence to the agreed upon protocol for the implementation of infrastructure rehabilitation activities, with an emphasis on interventions with electrical engineering aspects.
  • Assist in the review of activity concepts for infrastructure/construction rehabilitation projects, with an emphasis on interventions with electrical engineering aspects.
  • Participate in the annual selection of construction subcontractors.
  • Provide initial review of subcontractors’ work plans and deliverables.
  • Conduct field site visits to monitor projects throughout the program’s regional areas of operation, with an emphasis on electrical engineering, and ensure adherence with the approved QCP.
  • Photograph and record existing conditions of proposed construction sites and any subsequent changes that are made.
  • Provide input into the design of activities with electrical engineering components to ensure quality.
  • Ensure all necessary engineering compliance documentation, including environmental monitoring and mitigation plans, are electronically filed for each construction project.
  • Draft the activity risk assessment report based on the activity complexity.
  • Draft and review environmental risk assessment checklists and activity risk assessment reports for all related activities.
  • Draft and review bills of quantities, cost estimates, and preliminary design sketches for electrical engineering related activities.
  • Act as a Quality Control Manager for infrastructure activities according to the accelerated quality control process by reviewing and approving supplier material submittals, on-site implementation follow-up, technical acceptance, and final approval.
  • Review supplier quotations for technical acceptability and develop technical evaluation forms.
  • Draft scope of works for sub-task orders for both CSP’s subcontractors, in addition to following up on the deliverables and reviewing them.
  • Verify and review tender documents including general specifications, particular specifications, list of submittals, time schedules, general layouts, sections, and details drawings.
  • Hold kick-off meeting with contractors explaining our quality control process and what expected is to be implemented and how.
  • Hold on-site contractors site visits and explaining their requested scope of work for proper cost proposals.
  • Review site reports generated by USAID’s construction quality assurance partner and make sure all relevant comments are implemented and taken into consideration for all future similar activities.
  • Research and maintain project awareness of relevant Lebanese legal codes, including environmental, labor, and zoning laws.
  • Coordinate with the CSP’s senior engineering manager, CSP’s senior field leadership, and Chemonics’ home office engineering director where needed to ensure that infrastructure/construction and rehabilitation activities conform to both local and corporate engineering protocols and standards.
  • Other related construction management activities, including but not limited to electrical engineering, as assigned.
  • Support in technical evaluations when required.
  • Other duties, as assigned by the supervisor or his/her designee.

4.  Minimum Qualifications

  • Bachelor’s degree in electrical engineering from an accredited university. Master’s degree in a relevant discipline is a plus.
  • Minimum 5-7 years of professional experience in engineering construction projects, documentation or monitoring is preferred, or any other relevant area of expertise.
  • Excellent communication, reporting and networking skills.
  • Experience working in the renewable energy field is a plus.
  • Ability to work independently and as part of a diverse team.
  • Fluent spoken Arabic, with strong English spoken and written.
  • Experience in environmental compliance is a plus.

5.  Place of Assignment

The electrical engineering specialist will be based in CSP’s main office in Beirut and may be asked to travel to CSP’s regions of operation for site visits and monitoring.
