Project Background
The Lebanon Community Support Program (CSP) is a multi-year project funded by USAID to support municipalities and underserved and vulnerable communities in providing better services and enhanced economic opportunities to improve lives and reduce tensions that contribute to conflict and violence, primarily in Lebanon’s North, South, and Beqaa regions. Under Task Order No. 3 (TO 3), the project will provide technical assistance to municipalities, civil society organizations (CSOs), the private sector, or other entities to increase capacity and ensure sustainable impact in providing key essential services. The main objective of this 5-year task order is to support Component 3 (Capacity Building) of the CSP Program by delivering technical assistance to enhance the sustainability of CSP interventions under Component 1 (Community Stabilization Support) and Component 2 (Community Development Support), and if required, under future Task Orders.
Summary of Position
The Expert will assist TO 3 in the provision of Technical Assistance to a Material Recovery Facility (MRF). The objective of the TA is to improve the business model and the managerial processes of the facility and help in implementing effective operational and administrative measures in order to optimize and sustain its operations as well as increase transparency vis-à-vis its financial operations.
Specific Duties and Responsibilities
- Study the current operations and managerial processes of the MRF and provide a detailed report on the current gaps, weak internal controls and inefficient processes
- Suggest efficient managerial processes and new business model to enhance the transparency and the proficiency of the MRF’s operations
- Identify stable, reliable and most profitable markets for selling the collected recyclables
- Build strong relationships and linkages with market customers interested in buying the collected recyclables
- Assist in drafting and signing agreements with the market customers, in order to ensure the selling of the recyclable material with maximum value
- Assess the viability of transforming the MRF from a single stream to a multiple stream recycling
- Determine the additional investment (equipment, human resources and related costs) needed to transform the facility into a multiple stream recycling
- Work closely with the Task Order 3 team to design and deliver the technical assistance interventions to respond to the established program goals, purpose, and strategic priorities
Qualifications
- Minimum of 8 to 10 years of experience in the solid waste and recycling industry
- Experience in designing, managing material recovery facilities
- Knowledge of the market customers interested in buying recyclables
- Excellent understanding of safety and environmental health issues and standards as applied to the solid waste and recycling industry in developing economies
- Strong communication and interpersonal skills
- Proven ability to work collaboratively across diverse sets of stakeholders
- Experience working with local municipalities
- Fluency in spoken and written Arabic and English required
Eligibility Criteria
Interested individual experts shall have the capacity to enter a short-term technical assistance (STTA) contract and shall have a satisfactory performance record and record of integrity and business ethics.
Ineligible Experts:
- Government employees.
- Individual experts that appear on the List of Parties Excluded from Federal Procurement and Non-Procurement Programs.
Location of the Assignment
The expert will be liaising with CSP TO 3 team at CSP offices in Sin-El-Fil and will be traveling to project field location to design and deliver technical assistance.
Reporting
The expert will be reporting to TO 3 Municipal Capacity Building Manager.
