Call for tenders from painters and artists, for a mural in Zahle
Project Description:
The “Zahle in Colours” project aims at decreasing the tension in the area between
Lebanese and Syrian and promoting partnership between them. Starting by the fact that this project was
created and proposed by Youth from these two nationalities, it will also aim at
creating spaces for their families, friends and communities to meet and
interact. Youth and Children will together on an arts project by painting murals
over large bare cement wall in the area.
Purpose of the Tender:
Experienced painters and/or artists are encouraged to provide quotations for their services in planning for, executing and overseeing the painting of four different murals in Zahle (specifications can be found in Annex 1- Bill of Quantity). The murals should have a social theme, aligned with the description of the project mentioned above, promoting social cohesion and co-existence, while adding vibrancy to plain concrete walls in the city of Zahle.
The project is to be executed in collaboration with youth, while the responsibility of supplying the equipment, preparing the design of the mural (through consultation with the different stakeholders, including: implementing agency, donor, local municipality, youth groups etc.), and overseeing the completion of the mural lies on the tenderer.

- To qualify for consideration in the tender procedure, interested companies are required to submit:
- Company details including full company name, full address, phone and email
- Data sheets of goods that will be quoted
- Successful tenderers shall supply, install and commission the equipment before 22-06-2020
2. Eligible Equipment
2.1 Supplied goods country of origin: EU or equivalent (All equipment to be supplied and installed under the contract shall have their origin in eligible source countries.);
2.2 Must be able to provide all the goods and quantity needed;
2.3 Manufacturer warranty is needed;
3. Language of Tender
The tender prepared by the tenderer, as well as all correspondence and documents relating to the tender exchange by the tenderer and the Procuring entity, shall be written in English language, provided that any printed literature furnished by the tenderer may be written in another language provided they are accompanied by an accurate English translation of the relevant passages in which case, for purposes of interpretation of the tender, the English translation shall govern
4. Tender Currencies
Prices shall be quoted in US Dollars.
5. Validity of Tenders
5.1 Tenderers shall remain valid for 60 days or as specified in the tender documents after date of tender opening. A tender valid for a shorter period shall be rejected by the Procurement department as non-responsive.
6. Deadline for Submission of Tenders
6.1 Tenders must be received at the address specified before not later than 30-05-2020
6.2 The Procuring entity may, at its discretion, extend this deadline for the submission of tenders by amending the tender documents, in which case all rights and obligations of the Procuring entity and candidates previously subject to the deadline will therefore be subject to the deadline as extended.
6.3 No tender may be modified after the deadline for submission of tenders.
7. Contacting the Procuring Entity
7.1 No tenderer shall contact the Procuring entity on any matter related to its tender, from the time of the tender opening to the time the contract is awarded.
7.2 Any effort by a tenderer to influence the Procuring entity in its decisions on tender, evaluation, tender comparison, or contract award may result in the rejection of the Tenderer’s tender.
8. Signing of Contract
8.1 Within fourteen (14) days of receipt of the Contract Form, the successful tenderer shall sign and date the contract and return it to our office.
8.2 The parties to the contract shall have it signed within 30 days from the date of notification of contract award unless there is an administrative review request.

Prices quoted should be net inclusive of
delivery costs and VAT and other applicable indirect tax. The offer shall
remain valid for sixty (60) days from the closing date of the tender.
