Background

Caritas Switzerland (CACH) Switzerland is a secular organization supporting a range of national NGOs to combat and alleviate poverty worldwide in more than 30 countries. With its projects in development cooperation, it works in the areas of food security, water, climate protection, disaster risk reduction, migration as well as education for children and adults. It provides emergency relief in response to disasters and in protracted crises.

In response to the crisis in Syria, CACH has been engaged in relief activities together with its partners since in July 2012. CACH is currently supporting projects in Jordan, Lebanon and Syria. Vis-à-vis the steadily increasing funding gap of the Regional Refugee and Resilience Plan and national response plans, CACH has extended its engagement in the region focusing on relief, education and livelihood, managed from its regional office in Beirut, Lebanon. CACH activities are implemented exclusively through partners with local presence and focusing both on refugees and host communities supporting them from the regional office in Lebanon and sub-offices in Jordan and Syria.

 

Purpose

Under the guidance of the Programme Quality and Learning Manager, the IMO will be responsible to design and implement IM/MEAL systems in close collaboration with national partners and the responsible project managers.

Albeit a full staff of and reporting to CACH, he/she will work under the umbrella of Caritas Lebanon. He/she will be based at CACH’s regional office in Beirut, Lebanon, with travels within Lebanon.

 

Key Responsibilities

 

1) MEAL

  1. Design, produce and develop tools for qualitative and quantitative needs assessment, monitoring, evaluation in close collaboration with project managers.
  2. Provide English to Arabic translation for needs assessment, monitoring, evaluation tools.
  3. Ensure that that all tools include minimum disaggregation indicators to ensure AGD disaggregation as a minimum.
  4. Document lessons learned, successful practices and recommendations for MEAL and provide guidance to colleagues and national partners 

2) Information Management

  1. Overseeing data collection processes and ensure data cleaning according to data collection plan.
  2. Ensure that data collection follows agreed schedules.
  3. Provide feedback on detected data consistency issues and document lessons learnt.
  4. Develop dashboards in close collaboration with responsible project manager and national partners and keep them updated.
  5. Update of all data sources as per data refreshing plan.
  6. Increase the capacity of colleagues and national partners in data analysis and development of dashboards.
  7. Update information management SOPs with the responsible line manager.
  8. Ensure that all IM processes follow data protection regulations and best practices.
  9. Develop visual data analysis products for needs assessment, monitoring, evaluation in close collaboration with project managers.
  10. Document data flows and provide recommendations for improvements of efficiency and accuracy.

 

3) Capacity Building

  1. Support colleagues and national partners in the use of data management tools (KoboToolbox, ONA, Tableau, Excel)
  2. Develop and roll out trainings for MEAL and IM tools and methods. 

 

Mode of Cooperation and Deliverables

The IMO will directly report to the Programme Quality and Learning Manager. The IMO is requested to keep the superior informed about activities undertaken and progress made. The IMO is to ensure an effective and proactive communication with all members of the regional delegation as well as the external actors.

 

Competencies and Qualifications

1) Education
Essential:

  • Bachelor’s degree in data science, Computer Programming, Information Technology, Statistics, Economics, or related field (Required)

2) Professional Experience
Essential:

  • 2-3 years of experience in data analysis with Tableau

Desirable:

  • 2-3 years of work experience in monitoring and evaluation in the humanitarian or development sector

3) Skills and Competencies
Essential:

  1. Highly organized, good capacity of analysis and data presentation
  2. Strong experience with modern IT tools and modern management tools
  3. Strong experience in data collection and analysis as well as with related techniques using Tableau, KoboToolbox/ODK, Excel.
  4. Experience in designing of infographics for external communication
  5. Strong critical thinking skills

Desirable:

  1. Experience in data analysis and statistical tools/programmes such as R, Python, or SPSS
  2. Experience in geographic information system such as ArcGIS or QGIS
  3. Experience in designing communication material with InDesign or similar software
  4. Experience with qualitative assessments
  5. Familiarity with gender and protection mainstreaming
  6. Experience in providing trainings
  7. Based in Beirut.
  8. Respect for the special vision and mission of Caritas.
  9. Understanding that appearances are important in local context and willingness to present self with professional attire at all times in the working environment.
  10. Flexibility and readiness to take on additional tasks.

4) Language and Other Requirements
1. Excellent written and spoken English and Arabic are required.
2. Permission to work in Lebanon.
3. Willingness to frequently travel to the field (50%)

Travel: Frequent travel within Lebanon, occasional travel within the region incl. Jordan and Syria
