This position overseas a shelter project that aims to ensure a smooth and timely implementation of CARE Beirut Blast response through our strategic local partners – with a focus on Shelter and Cash projects as per national standard operation procedures, donor agreement and CARE guidelines.

4. Specific Duties and Responsibilities

Responsibility #1: Project Implementation

Ensure project cycle management as detailed below:

  • Ensure the overall project implementation as per national standards, donor agreement and CARE guidelines and agreed implementation strategy.
  • Develop, update and follow up a detailed workplan, in line with donor agreement and in agreement with the CARE Lebanon Country Office.
  • Participate in grant review meetings ensuring partner NGOs are compliant with donor regulations and are on track with spending.
  • Make sure partner NGOs carry out works in accordance with agreed drawings, BoQs and specifications, and promptly address any discrepancies according to established procedures.
  • Conduct regular field monitoring visits to provide support to partners and to ensure quality implementation.
  • Ensure budget forecast and follow-up in collaboration with the finance department, according to CARE procedures, to track and manage partners’ and CARE’s spending.
  • Ensure procurement orders are timely placed and communicated to the procurement department, according to CARE procedures.
  • In support to the MEAL Manager, and in collaboration with the Shelter Coordinator, ensure the project is effectively monitored through regular data collection and analysis of key indicators, and ensure that processes and results are properly documented.
  • Ensure proper documentation, tracking and filing of all project’s activities in line with project objectives, donor requirements, CARE compliance rules and implementation strategy.
  • Ensure that gender, protection, environment and other important cross-cutting concerns are taken into account; ensure that activities reflect the needs of specific groups and individuals e.g. elderly, pregnant women, children, and people with disabilities.
  • Ensure the confidentiality of beneficiaries’ data as per established guidelines.

Responsibility #2: Project Team Management

  • Line Manage the project team: indicatively 2 Shelter officers
  • Closely monitor the two partner NGOs in planning and implementation of the activities in their responsibility.
  • Build capacities of CARE project team and partners.
  • Make sure all project team members have clear job descriptions and their job performances are evaluated accordingly.
  • Identify learning and training opportunities for CARE project team.

Responsibility #3: Reporting & Information sharing

  • Ensure partner NGOs regularly report to CARE according to established procedures.
  • Draft narrative and quantitative reports as per CARE internal requirements and donor requirements.
  • Ensure internal communication and information sharing on project with relevant staff (Shelter Coordinator, Communication, Advocacy and Information management focal point, MEAL team etc.).

5. Qualifications / special skills or knowledge

a. Skills & knowledge:

  • Familiarity with humanitarian interventions in support to the urban poor.
  • Strong capacities in project cycle management and budget follow-up.
  • Outstanding skills in establishing partnerships and strengthening capacity of local partners (NGOs, CBOs, CSOs).
  • Excellent capacity to supervise local partner organizations in a sub-grantee relationship.
  • Strong capacity to interface with local communities and with beneficiary groups.
  • Good understanding of the humanitarian principles and mandate.
  • Very good communication, coordination and diplomacy.
  • Integrity, fairness and impartiality.
  • Ability to manage sensitive cases and confidential information.
  • Adaptability and flexibility
  • Ability to work under pressure

b. Experience: .

At least   3-5  years of relevant experience, especially at NGOs, academic organizations, standard-setting bodies, public agencies focused on shelter

c. Academic background: 

Bachelor or master’s degree in development, socio-economics, humanitarian affairs or equivalent. Alternatively, bachelor or Master degree in civil engineering, urban planning or architecture.

  1. Languages: English and  Arabic are the working language of CARE International in Lebanon.
  2. Knowledge of other languages is an asset.
