1. Purpose 

The shelter project assistant role is to assess families situations with regards to housing, monitor and report on the progress and process of shelter projects in rehabilitation and cash modalities ensuring the identification and implementation meet minimum technical standards and core humanitarian standards and are in line with CARE’s mission to end poverty and social injustice with a focus on women and girls.

3. Specific Duties and Responsibilities

Responsibility #1: Ensuring Program Quality (implemented directly by CARE or with partners)

  • Assess household needs in houses and building cores in CARE and its partners targeted zones to ensure adequate response to shelter needs and the safe identification and referral to cover needs that cannot be met through shelter intervention
  • Monitor and review technical  situation against documentation and results, with the support of the Shelter officer as per shelter minimum standards, donor agreement and CARE guidelines (including the review of databases, preliminary assessments, Bills of Quantities (BoQs), Drawings and family needs)
  • Conduct regular field visits with partners to exchange best practices on the implementation of activities between CARE and its partners
  • Ensure that quality standards of work and materials are respected as per the agreed quantities and quality specifications

Review the specifications, bill of quantities and drawings produced by partners to ensure specifications meet the needs of targeted households

Responsibility #2: Reporting

  • Collect all information and written/verbal reports on the progress of the activities on a daily and weekly basis as per established reporting formats; and keep accurate records and documentation
  • Prepare clear and concise reports highlighting trends challenges and suggestions
  • Collect data and photos on the installed BoQ items as built and make sure all quantitative reports are accurate and up to date
  • Prepare all site inspection reports as per the BoQ
  • Report immediately any delay, problem or other relevant information to the Project Manager

4. Qualifications / special skills or knowledge

a. Skills & knowledge:

Skills

  • Experience in working with communities from different backgrounds
  • Previous volunteering experience is a plus
  • Previous experience with NGOs is a plus
  •  Experience in construction procedures, from technical assessments to BoQ development is a plus, Ability to build strong and credible relationships with partner, beneficiaries, CARE staff, beneficiaries, International/Local NGOs, local authorities and communities
  • Ability to manage conflicts, work efficiently and effectively and coordinate at a field level with partners/contractors to ensure a timely delivery of the proposed works
  • Excellent organizational skills, with ability to prioritize tasks and adjust to constantly changing situations while maintaining focus on delivery and follow-through
  • Excellent teamwork skills

Knowledge

  • Knowledge of construction, housing, water, sanitation minimum standards, local issues, and common practices in Lebanon
  • Knowledge of CARE’s policies and commitment to gender equity and diversity
  • Knowledge of Child Safeguarding policy and protection from sexual exploitation and abuse (PSEA)
  • Knowledge on context sensitivity and the Do No Harm framework

 

b. Experience:

At least   1-3  years of work experience

c. Academic background: 

Bachelor’s degree in one or several of the following areas: Architecture, Civil engineering or other related fields / Social Sciences is a plus

  1. Languages: English and/ or Arabic are the working language of CARE International.
  1. of other languages is an asset.

CARE offers employment contract as per CIL salary scale
