The Senior Program Officer role will be the main contact focal point for partner(s), following up on their project implementation, reviewing reporting and providing support to partners at all stages of the project cycle.

The post holder is also requested to show high consideration for confidentiality and to understand the sensitivity to the needs and priorities of crisis-affected populations with an ability to analyze, compile and process information received in both English and Arabic.

The position will be based in Beirut, with potential travel to Amman.

It/ Software/Technical Skills: 

Good level with MS Office applications ( e.g. Word, Excel, Outlook and ideally Power Point). Ability to organize and prioritize tasks based on work load.

Detailed Responsibilities and Tasks:

Job Responsibility # 01: Project cycle management

  1. Support partners to design high quality projects and complete necessary SGA documents.
  2. Contribute to the organization and facilitation of project kick off and close out meetings with partners to ensure smooth implementation and close out in line with CARE and donor standards
  3. Maintain well-organized and consistent tracking system for all project deliverables and targets and ensure they are received on time
  4. Participate in internal project review meetings to report on project progress and triangulate and ensure completeness of data and documents received by other teams
  5. Coordinate internally with finance, compliance, and partnerships, to ensure a consistent approach to project design, implementation and close out. Contribute and assist in the production of regular reports (weekly, quarterly and yearly).
  6. Contribute and assist in annual project planning for BPPO (setting targets, budget development)
  7. Act as a focal point for partners’ questions and queries and facilitate the flow of information between partners and other members of the partner support team
  8. Feed partner-specific information into the partner mapping by keeping up-to-date on partners’ project ideas and priorities
  9. Extract relevant information from partners’ proposals and reports to feed into output trackers, situation reports, donor reports and proposals, while respecting the confidentiality of sensitive information
  10. In coordination with the MEAL officer, check partners’ reporting and triangulate project documentation to monitor project progress
  11. Maintain day-to-day communication with partners’ to closely follow the implementation of activities, providing coaching as required, to ensure that activities are implemented according to plan and project deliverables and targets are met
  12. Conduct kick-off meetings and close-out meetings per project to communicate grant-specific information and main requirements to partners
  13. Liaise between partners and technical advisors/external consultants

Job Responsibility # 02: Partner Capacity Development

  1. Develop an in-depth knowledge of the partner organization, including their profile, geographic reach and capacity
  2. Provide continuous support and on the job coaching for partners as it relates to the programme and programme management.
  3. With guidance from the Partnership Coordinator, provide support to partners with assessments, budgeting, objective-setting, and planning of activities
  4. Report any security incidents involving partners, and keep up to date with all contextual changes and the impact on current or future projects.

Job Responsibility # 03: Information Management

  • Ensure that vetting and project files and documentation are well organized, comprehensive and up to date. Maintain all sub-grants Data. Maintain a manual Tracker used to reconcile partner financial data in PeopleSoft
  • Coordinate the partner close out including supporting the preparation of the final narrative report that agrees with the financial reports, etc..

Job Responsibility # 04: Other

  1. Perform other duties as and when work-plans are updated according to need and assigned by the Line Manager or Area Manager

Job Responsibility #06:  Support integration between Program, PROGRAM QUALITY and Finance

  1. Maintain communication channels and interaction spaces between Program, and Finance staff to ensure adequate level of integration and responsiveness towards CARE partners & sub-grantees;
  2. Liaise with the Partnership Advisor to ensure issues of partner performance are mainstreamed in the Partnership Framework and activities as guided by the partnership strategy.
