This position reports to the Project Manager

3. Organizational Relationship

This position oversees 2 Social Workers and 2 Case Workers

4. Specific Duties and Responsibilities

 

  • Conduct visits to SDCs or Local Partner locales to oversee the activity implementation and support on GiE/GBV technical needs.
  • Provide input and support in finalizing monthly implementation plan.
  • Provide input and further strengthen the implementation of protection toolkits, as well as monitor and evaluate the impact of the protection activities and toolkits on beneficiaries.
  • Ensure social workers and case workers have the necessary tools, skills, and knowledge to implement the project based on internationally recognized standards such as the IASC standards, SPHERE, and CHS.
  • Ensure that all supplies are sufficient for projected activities and prepare purchase orders when needed beforehand.
  • Contribute to and provide technical input on protection and community-based approaches to the overall and daily implementation of the project;  
  • Identify and mobilize the work of community ambassadors (volunteers) to help in outreach activities.
  • Remain in close contact with SDC/local partners directors, project staff, and volunteers daily.
  • Follow up on the work of social workers and case workers, and liaise with the PM and PO as relevant
  • Ensure that activities are being implemented in a timely manner according to the implementation plan.
  • Organize, mobilize and implement community-level activities together with the members of the communities, including outreach activities, capacity building and awareness raising campaigns.

Responsibility #2: Technical Monitoring (20% of time)

  • Supervise implementation of project activities and support as necessary center activities and events to ensure project quality and timely execution.
  • Monitor and coordinate implementing partners and external consultants’ performance
  • Ensure relevant social protection, GBV, and gender issues are, as a minimum, mainstreamed on a project level.  
  • Enhance referrals pathways and ensure communities knowledge of such pathways and help facilities, in collaboration with the Project Manager.

Responsibility #3:  Partner Monitoring and Capacity Building (15% of time)

  • Provide coaching to the SDC center staff as needed, with the support of the Gender and Protection Coordinator
  • Report on existing MEAL plans and program quality activities e.g. project quality meetings, and learning events;
  • Ensure project data and achievements are updated and reported on a monthly basis
  • Support and feed into monitoring and evaluation activities
  • Ensure proper documentation, tracking and filing of all project’s activities in line with project objectives, donor requirements, CARE compliance rules and implementation strategy.
  • Ensure the confidentiality of beneficiaries’ data as per established guidelines.
  • Identify local partners for Capacity building, and work jointly on an institutional assessment, development plan, and execution

Responsibility #4: External Representation (5% of time)

  • In close collaboration with CARE Project Managers and Gender, ensure CARE representation in the relevant technical coordination meetings at field level, as well as liaise with external actors (local authorities, national/international NGOs, etc.).
  • Maintain a strong and supportive relationship with regional MoSA offices, representatives, municipalities, and SDC staff

5. Qualifications / special skills or knowledge

a. Skills & knowledge

  • Experience in humanitarian project management with knowledge in Protection and Gender in Emergencies, and sector standards such as the IASC standards, SPHERE, Do no Harm, Humanitarian Principles and the Code of Conduct
  • Understanding of Lebanon’s political, legal, and social systems as related to Protection, GBV and refugee protection as well as demonstrated experience in working in/collaborating with civil society
  • Demonstrated expertise in M&E tools with a focus on accountability and learning
  • Proven experience of field humanitarian programming through direct implementation as well as through local partners
  • Understanding of working within diverse partnerships with a range of actors, including local partners, governments, UN agencies, national/local NGOs and community groups
  • Experience interacting with and relating to gender professionals and local partners
  • Strong organizational skills
  • Strong analytical skills, and ability to manage research, needs assessments, and evaluations
  • Demonstrated experience in staff training and coaching
  • Strong communication, interpersonal, facilitation, negotiation, and diplomatic skills
  • Team player with strong interpersonal skills, with the ability to build strong internal relationships and networks.
  • Motivated self-starter who enjoys working in a collaborative and international environment.
  • Ability and willingness to travel within Lebanon if needed.

b. Experience

  • 3 years of experience in programming and promoting issues on protection, GBV, sexual reproductive health (SRH), early child marriage (ECM), women’s voice and/or economic empowerment in preferably an NGO setting.
  • Previous experience or interaction with MoSA SDCs or grassroot organizations highly welcome
  • Familiarity with MS Office Applications

 

 

 

c. Academic background

Bachelor’s degree in one or several of the following areas: International Development, Social Studies, Humanitarian Assistance, Disaster Management, Economics and Development studies, Protection related studies.

  1. Languages: English and/ or Arabic are the working language of CARE International in Lebanon.
  1. of other languages is an asset.
