3. Organizational Relationship

4. Specific Duties and Responsibilities

Responsibility #1: Project Implementation (60% of time)

  • Build a strong working relationship with CARE’s technical teams as well as with the local partner to ensure activities are implemented as per the proposal design and logframe.
  • Provide support to the PM to finalize the annual workplan and budget forecast, in line with donor agreement and CARE’s Gender in Emergencies and Protection Coordinator as well as CARE’s Economic Empowerment Coordinator
  • Work closely with the PM to prepare comprehensive action plans, including resources, timeframes and budgets for the project.
  • Conduct visits to project implementation sites to oversee activity implementation and provide support as required.
  • Ensure that all supplies are sufficient for projected activities and prepare purchase orders as needed.
  • Coordinate closely with the local partner and other CARE departments as relevant (Logistics, Procurement, Finance, HR, technical coordinators, Safety and Security)
  • Mobilize the work of (volunteers) for outreach activities.
  • Ensure timely implementation of activities with the support of the PM.

Responsibility #2: MEAL (Monitoring, Evaluation, Accountability and Learning) (30% of time)

  • Report on existing MEAL plans and program quality activities
  • Ensure project data and achievements are updated and reported on a monthly basis
  • Support and feed into monitoring and evaluation activities
  • Ensure proper documentation, tracking and filing of all project’s activities in line with project objectives, donor requirements, CARE compliance rules and implementation strategy.
  • Ensure the confidentiality of beneficiaries’ data as per established guidelines.
  • Work closely with the MEAL team to ensure proper implementation of the MEAL plan, accountability, and learning.

Responsibility #3: External Representation (10% of time)

  • In close collaboration with CARE line manager, ensure CARE representation in the relevant technical coordination meetings at field level, as well as liaise with external actors (local authorities, national/international NGOs, etc.).
  • Maintain a strong and supportive relationship with regional MoSA offices, representatives, municipalities, and SDC staff as relevant

5. Qualifications / special skills or knowledge

a. Skills & knowledge:

  • Experience in humanitarian project management with knowledge in Protection and Gender in Emergencies, and sector standards such as the IASC standards, SPHERE, Do no Harm, Humanitarian Principles and the Code of Conduct
  • Understanding of Lebanon’s political, legal, and social systems as related to Protection, GBV and refugee protection as well as demonstrated experience in working in/collaborating with civil society
  • Demonstrated expertise in M&E tools with a focus on accountability and learning
  • Proven experience of humanitarian programming through direct implementation as well as through local partners
  • Understanding of working within diverse partnerships with a range of actors, including local partners, governments, UN agencies, national/local NGOs and community groups
  • Experience interacting with and relating to gender professionals and local partners
  • Strong organizational skills
  • Strong analytical skills, and ability to manage research, needs assessments, and evaluations
  • Demonstrated experience in staff training and coaching
  • Outstanding organizer
  • Strong communication, interpersonal, facilitation, and diplomatic skills
  • Experience in coordination with various stakeholders (INGOs, LNGOs, donors, Clusters, UN agencies)
  • Team player with strong interpersonal skills, with the ability to build strong internal relationships and networks.
  • Motivated self-starter who enjoys working in a collaborative and international environment.
  • Ability and willingness to travel within Lebanon if needed.

b. Experience

  • Minimum of 2-years’ experience in social work especially protection and GBV with an understanding of the Lebanese socio-economic context and how it affects both refugees and host communities.
  • Familiarity with MS Office Applications

c. Academic background

Bachelor’s degree in one or several of the following areas: International Development, Social Studies, Humanitarian Assistance, Disaster Management, Economics and Development studies, Protection related studies.

  1. Languages: English and/ or Arabic are the working language of CARE International in Lebanon.
