Job Summary:

CARE International in Lebanon (CIL) is responding to the Beirut explosion and is part of a regional response to the Syrian Crisis. CARE in Lebanon aims to meet the immediate and most urgent needs of those affected by the Beirut Blast, those who have fled Syria, and the local vulnerable host populations. CARE’s programs are also designed to meet longer term needs. Working with partners in WASH, Shelter, Protection, Livelihoods and economic opportunities in the North, South, Beirut, and Mount Lebanon Governorates, CARE places special emphasis on working with women and girls. 

As part of the humanitarian response, an experienced Project Manager with a strong background in Protection in Emergencies programming is required by CARE in Lebanon to lead the Global Affairs Canada project that aims to deliver Protection and Livelihoods services to people affected by the Beirut blast and the socio-economic crisis in Tripoli. The project will be directly implemented by CARE. Project activities will include provision of Psychosocial support and Psychological First Aid, Case Management, Internal and External referrals, Cash for Protection, Cash for Rent, GBV and Protection awareness, and Support to SMEs.

Education & Certification:

Post-graduate degree in a relevant development discipline (e.g International Development, Disaster Management, Humanitarian Assistance, Food Security, Social Studies, Economics and Development Studies, Protection studies)

Minimum Education Level:

Bachelor’s degree

Proven Experience:

  • 5 years of experience in protection and GBV programming including case management. Experience in sexual and reproductive health is desirable.  
  • Experience in capacity building of staff on GBV, GBV survivor-centered approach, protection and do no harm protocols according to global IASC, CHS and SPHERE standards
  • 3 years of experience in project management that includes multi-sectoral interventions, representation, coordination, budget management, accountability and working with local/national authorities and stakeholders.
  • Demonstrated promotion of practical and impactful social and gender justice initiatives, community-based protection initiatives around GBV, sexual reproductive health, early child marriage; refugee programming and both development and humanitarian programming experience
  • Strong understanding of Lebanon’s political, legal, and social systems as related to Protection, GBV and refugee protection as well as demonstrated experience in working in/collaborating with civil society
  • Demonstrated knowledge of Cash and Vouchers programming, and livelihoods programming including support to MSMEs
  • Demonstrated expertise in M&E tools with a focus on accountability and learning
  • Understanding of working within diverse partnerships, influencing and negotiation with a range of actors, including governments, UN agencies, academic institutions, networks, national/local NGOs and community groups

IT / Software / Technical Skills:

Familiarity with MS Office software

Detailed Responsibilities & Tasks

Responsibility #1: Project Implementation

  • Ensure the completion of the overall project elaboration phase as per donor agreement, CARE guidelines, and agreed implementation strategy
  • Develop, update and follow up on a detailed work plan, in line with donor agreement and CARE Gender in Emergencies and Protection Specialist as well as CARE’s Economic Empowerment Coordinator
  • Elaborate budget spending and forecast including tracking and proper allocations
  • Ensure procurement plans are timely and according to CARE & GAC procedures.
  • Ensure proper documentation, tracking and filing of all project’s activities in line with project objectives, donor requirements, CARE compliance rules and implementation strategy.
  • Ensure that all donor contractual requirements are fulfilled.
  • Ensure recruitment of project staff is conducted according to project design and budget
  • Ensure implementation of project activities as per the Logframe and PMF
  • Ensure coordination between geographic areas, technical coordinators, Logistics and procurement, HR, sector partners, and other stakeholders as required
  • Ensure sound MEAL processes are in place and implemented
  • Liaise with CARE International Protection, Shelter, and Livelihoods Specialists as required
  • Provide reports and updates to CARE Canada for donor reporting as required

Responsibility #2: Project Team and Partner Management

  • Manage the project team members and ensure performance is in line with the project, CARE’s, and donor’s expectations and requirements
  • Provide team with technical guidance and capacity building through mentorship and training
  • Support and coordinate local partners and external consultants’ activities.
  • Participate in grant review meetings ensuring budget and process compliance.
  • Make sure all project team members have clear job descriptions and their job performances are evaluated accordingly.
  • Identify learning and training opportunities for team members.

Responsibility #3: Representation and Coordination

  • In close collaboration with the Gender in Emergencies and Protection Coordinator and the Economic Empowerment Coordinator, ensure CARE representation in the relevant UN and INGOs technical coordination meetings.
  • Maintain professional and good working relationships with government institutions such as relevant Ministries and Municipalities and cooperating organizations through regular contacts, visits and fulfilment of project requirements
  • Organize field visits by donors, peer agencies, CARE Members, Media, etc. in cooperation with the Protection and GBV Specialist.
  • Coordinate with the lead agency of consortium and other partner agencies on overall project delivery   
  • Work closely with admin, logistics, procurement, and HR units to ensure the success of the project by initiating relevant planning tools (such as procurement plans) and regular coordination meetings.

Responsibility #4: Reporting & Information sharing

  • Deliver on all narrative and quantitative reports as per CARE internal requirements and donor requirements.
  • Ensure internal communication and data sharing of the project with relevant departments specifically MEAL, grants, communications, and advocacy

Responsibility #5: Program Quality and Learning

  • Support development of MEAL plan and program quality activities e.g. project quality meetings, and learning events;
  • Ensure project data and achievements are updated and reported on a monthly basis
  • Support and contribute into all monitoring and evaluation activities.
