CARE International in Lebanon (CIL) is implementing a regional response to the Syrian Crisis COVID-19 Global pandemic and Emergency Response to Beirut Blast to meet the immediate and most urgent needs of the women, men, boys and girls who are mostly affected by multiple crisis in Lebanon. CARE International in Lebanon (CIL) is supporting local communities with their immediate and longer-term needs and basic rights through WASH, Shelter, basic assistance, protection, and economic development in collaboration with local partner organizations in the North, South, Beirut, Bekaa and Mount Lebanon Governorates.

CARE is looking for ambitious Deputy Director for Program Implementation DDPI to join the team. This is a one-year assignment based in Beirut. The Deputy Director for Program Implementation will be working closely with the Director of Program Implementation in the oversight and management of the implementation of CO portfolio, and who will mainly serve as the technical lead of the Emergency program in Lebanon.

The DDPI is responsible for assist  in Program Planning and Implementation, Technical Quality Assurance and Collaboration and Partnership in Country Office, supervising team members as needed to ensure timely, high quality and effective delivery of services in compliance with CARE procedures and policies with respect to donors regulations, approved workplan and agreed targets, and quality reporting.

3. Specific Duties and Responsibilities

Responsibility # 1: Program Planning, and Implementation

  • Assist in planning and management of Emergency and Humanitarian assistance program implementation in order to achieve agreed targets in accordance with the workplan and budget
  • Oversee with the DPI the Emergency Preparedness and Response Planning and Implementation
  • Provide leadership and technical support to the team on their planning and implementation work
  • Assist in Team supervision and oversight of staff and conduct requisite performance appraisals
  • Assist in maintaining efficient coordination among all relevant actors involved in coordination and effective collaboration among partners.

Responsibility # 2 Emergency Preparedness and Planning

  • Provide support in implementation of Emergency Preparedness Plan across the Country Office
  • Provide guidance and oversight of technical components of Emergency project to ensure implementation that complies with emergency requirements
  • Coordinate with sectors coordinators for technical input in Shelter, Food Security, Cash Assistance and other emergency related sectors as needed
  • Provide guidance in designing and conducting technical updates to enhance capacity of program staff and implementing for effective implementation of activities in Emergency.
  • Mainstreaming Gender and PSEA across Emergency programs in CO.
  • Assist in identification of appropriate national and international technical assistance or Surge Team to respond for Emergency including regional and HQ staff as well as consultants for quality service delivery as required.
  • Responsibility # 3: Collaboration and Partnership
  • Establish and maintain a strong and positive working relationship with donors, partners and other stakeholders
  • Coordinate regularly and appropriately with different working groups and coordination mechanism at national level as required
  • Ensure efficient and effective management of information and ensure open communication and coordination among partners and colleagues
  • Represent CARE Emergency sectors in all appropriate forums, meetings, workshops, etc. in consultation with the Program Director
  • Establish smooth working relations with other internal units within Country Office (i.e. Supply Chain, Grants & Finance, Safety and Security, Communication, Advocacy, )

Responsibility # 4: Program Implementation System

  • Assist in the Program Implementation System standardization and harmonization in Country Office
  • Monitor the updates uploaded to Program Implementation bi-weekly tracker including progress and planned actions.
  • Assist in the preparation in regular Program Reviews and undertake necessary documentation as needed
  • Oversee collection of the implementation data from PMs on a regular basis and ensure first quality check of collected data
  • Liaise with IM and MEAL team in CO to support in building a centralized data system

OTHER RESPONSIBILITIES AS ASSIGNED BY LINE MANAGER

  • Support the implementation of green practices across the Country Office and within program implementation
  • Perform other tasks within the Program Implementation as required

4. Qualifications / special skills or knowledge

a. Skills & knowledge:

  • Experience in implementing Emergency and Humanitarian Programs in Lebanon.
  • Extensive knowledge in Emergency
  • Extensive experience interacting with and relating to gender professionals and international stakeholders at senior level.
  • Team player with strong interpersonal skills, with the ability to build strong internal relationships and networks.
  • Motivated self-starter who enjoys working in a collaborative and international environment
  • Excellent inter-personal, communication and presentation skills (verbal and writing)

b. Experience:

At least   5-10  years of relevant experience, especially at NGOs, academic organizations, standard-setting bodies, public agencies focused on relief and development

c. Academic background:

Master’s degree in one or several of the following areas: Management, Social Sciences, Political sciences

  1. Languages: English and/ or Arabic are the working language of CARE International in Lebanon.
  1. of other languages is an asset.
