Refusing to ignore people in crisis
Contract Length: 2 months (preparation time, field work, data analysis and reporting), including around seven weeks in Syria. Location: Damascus, Syria BRC is looking to recruit a HR consultant to assess the Syrian Arab Red Crescent’s (SARC) current HR and volunteer management capacity. The consultant will identify gaps and develop a support plan in order to develop SARC’s people policies, principles and practices so that they reflect the full employee/ volunteer lifecycle. The specific objectives of this deployment are as follows:

To conduct a survey to identify current level of understanding, practices, procedures and policies in HR and volunteer management in the SARC HQ and branches.
To conduct a gap analysis of SARC HR and volunteer management capacity at both HQ and branch level in order to define priority areas for improvement.
To advise on the on the on-going analysis of the SARC salary system and structure (currently being led by a national consultant contracted by SARC). This may include conducting a market survey of the humanitarian sector in Syria. Use this as a base to compare SARC salaries against in order to recommend a harmonised salary scale applicable to SARC HQ and branches.
To assess and recommend competencies for key HQ and branch positions (i.e. senior management, head of departments, coordinators and managers) through job analysis and classification.
To collect best practices related to reward and retention (monetary and non-monetary benefits) for both staff and volunteers and develop a common benefits approach for SARC.
To develop a roadmap for HR development of SARC with clear milestones and resource plan in close consultation with SARC.
To assess volunteers' development path and HR needs and recommend practical guidelines related to volunteer management.

The work of the CPB HR consultant will be overseen and supported by the BRC Syria Crisis Programme Manager and will work closely with. Syrian Arab Red Crescent (SARC) HQ represented by SARC HQ HR manager and SARC Programme Manager a face-to-face briefing will be provided by the Programme Manager and Syria & Lebanon Country Manager in Beirut, prior to travelling to Syria.
We’re looking for someone with…

A recognised HR qualification and significant work experience in the field of HR, payroll and volunteer management
Considerable experience in implementing and/or supporting HR development in an emergency context, preferably in the Middle East region
Demonstrated HR professional experience of leading HR assessments and analysis in international, matrix organisation (International organisation, NGO, corporate)
Significant organisational development, recruitment and change management experience
Experience with business partnering, performance and talent management
Capable to work under stress and in non-optimal working conditions, including ad-hoc security impositions, constraints on infrastructure, limited space, etc
Previous experience with the Red Cross Red Crescent Movement is strongly preferred
