RFP-L18: Technical Design of Plant Expansion- WE4F

A brief description of the program:

Water & Energy for Food (WE4F): A Grand Challenge for Development is a joint international initiative of the German Federal Ministry for Economic Cooperation and Development (BMZ), the Foreign Ministry of the Netherlands, the Norwegian Agency for Development Cooperation (Norad), Sweden through the Swedish International Development Cooperation Agency (Sida), European Union (EU), and the U.S. Agency for International Development (USAID) (herein after referred to as the “Donors”). Within this initiative the MENA Regional Innovation Hub (MENA RIH) supports innovators that work in the region and produce more food while using less water and energy, to impact food security, gender and poverty reduction in an environmentally sustainable way. Together with investors and partners, the MENA RIH works to scale mid-to-later stage enterprises that have an environmental and social impact in the water-energy-food nexus. The RIH MENA is implemented by a consortium (herein after referred to as the “Consortium” by Berytech (the leading organization and the contracting entity for this RFP), Chemonics Egypt Consultants, CEWAS, and the International Water Management Institute (IWMI). 

The MENA RIH ​aims to ​support 50 innovators with a proven solution tackling water and/or energy issues in urban or rural food production. The MENA RIH for WE4F is designed to support innovators in the region in growing their business by tackling the most common internal and external challenges. By tackling matters related to business growth, technical aspects, environmental and social impact, and access to finance supported innovators will receive tailored and intense assistance to help them rapidly grow. The support includes technical assistance in numerous topics including

  • developing strategic growth plan
  • redesigning business model for growth and impact
  • overcoming cashflow problems
  • strengthening financial management foundations
  • optimizing production processes and organizational structure
  • improving ESG standing and inclusion of BoP and women in business operations

Within the above context Berytech is seeking the assistance of a service provider to support “Hajjar Food SAL (Go Baladi)” (a supported firm by RIH MENA) in developing the Technical Designs for their Plant Expansion.

Scope of work

Main Objective: The selected service provider will work with Hajjar Foods SAL (herein after referred to as the “Firm”) to develop technical designs for the expansion of their facility taking into consideration all the necessary compliance requirements by various ministries and institutions as well as national and international best practices and codes for civil, electromechanical as well as other technical aspects. Detailed design documents to allow tendering the engineering work are also targeted. The above will be achieved through the following activities as well as any other activities deemed necessary by the service provider.

 

Key activities

The service provider is expected to:

  • Meet the Firm and collect data on production line, equipment, site condition, site layout, current utilities access, also blueprint of the current facility.
  • Take into consideration the current environmental compliance status. Hence, take note of waste streams, wastewater disposal methods, surrounding ecosystem, biodiversity, natural habitats, efficient resources management, surrounding communities welfare, health and safety etc.
  • Collect list of production equipment to be installed (from the Firm)
  • Define utility needs for the equipment including technical specification and size (including Wastewater, steam, Solar Power, RO, Water tanks, Air compressors, boilers, Electricity Generators, EDL power station etc.…)
  • Redraw the existing facility as built and share all maps with Hajjar Foods. (civil, electrical, Mechanical) 
  • Develop a layout of all necessary equipment taking into consideration all relevant codes and practices such as but not limited to, health and safety, spaces needed for flow of labor, firefighting, etc.
  • Take into consideration the energy required for the expansion/production line whether it will be covered by the solar panels installed. If not, what is the source of energy and extra GHG emissions produced.
  • Provide a design of civil work required including detailed dimension, nature of structure, etc. Ensure that climate resilience is taken into consideration while selection the designs, materials and structures used.
  • Develop electric wiring diagram. (Power, Low current and Data)
  • Develop Mechanical diagrams including (Steam lines, Ice Water lines, RO water lines, Cooling water lines, CIP lines, Ventilation, HVAC, Hepa Filtering for the clean room/packaging room, waste water line, Sewage)
  • Ensure that climate resilience is taken into consideration while selecting the design, materials, and structures to be used.
  • Design of all required electromechanical works to commission the facility such as steam and water pipes. Take into consideration the sustainable and efficient consumption of natural resources and to the highest extent attempt treatment and reuse of water in case of good financial feasibility.
  • Design firefighting system
  • Develop an initial BOQ.
  • Ensure that all permits requested for environmental compliance are obtained by the firm to avoid any unnecessary penalties or negative impacts on the environment.
  • Understand and summarize the required permits and processes set by the various ministries and institutions of the Republic of Lebanon to for licensing the production facility and layout steps to meet them. 
  • Deliver all maps and reports in Editable digital format.

Main Deliverables

  1. A fully defined work plan: using the WE4F work plan template. This work plan will lay out the activities, timeline for completion, and who is responsible for the service provider side and Hajjar Foods’ side. It should be submitted within one week of contracting and after a kick-off meeting with Hajjar Foods.
  2. Initial designs including list and specifications of utilities and factory layout.
  3. Final Blueprint and BOQ - this should include all designs above and list of required licenses.
