Background

Berytech, the leading entrepreneurship institution in Lebanon and a key regional player, brings 20 years of experience and successful local and regional track records in building and managing a dynamic entrepreneurship ecosystem for the creation and development of novel businesses. Berytech has a current portfolio of more than 30 pioneer innovation programs ranging from competitions to capacity building, acceleration, incubation, access to finance, access to markets in addition to initiatives to empower ecosystems, on a local and regional scale, in various sectors such as agriculture and food, water, energy, clean technology, green entrepreneurship and circular economy, and social entrepreneurship, all involving ICT and new technologies.

Berytech is the Lebanese partner of the ENI CBC Med funded GIMED project, a project aiming at supporting green entrepreneurs to better access finance and market in the Mediterranean. The project will provide trainings, coaching sessions, capacity building workshops and sub-grants to empower green business creation and green business development.

Objective

With the objective of growing the innovation capabilities in the green sector in Lebanon, we aim to launch a consultancy mission to create a “Green IPR guidebook” to empower the local ecosystem and public bodies to raise the profile of innovation in the green entrepreneurship sector and support innovators in building green IP innovations.

The green Intellectual Property Rights (IPR) handbook should focus on the environment and circular economy related innovations and should:

  • Better guide local stakeholders and eco-innovative ventures on how to develop, commercialize and protect their IPR
  • Improve green and circular market opportunities to support eco-innovative ventures
  • Raise quality standards and opportunities by applying suggested frameworks to support and trade with future eco-entrepreneurs.

Description

The consultant shall develop a practical guidebook that will guide innovators and stakeholders in the green sector on how to develop, protect and commercialize Green IP innovations in Lebanon.

The green IPR handbook will enable relevant public institution and stakeholders (academia, entrepreneurship partners, support organizations…) to better support eco-innovative entrepreneurs in their region. The guidebook shall cover the following:

  1. DEVELOPING GREEN IP INNOVATION PROJECTS:

Diagnosis of the IP-innovation market on the level of the environment and circular economy to guide innovators to develop green IP projects that are applicable to the market, including: Market opportunities and emerging trends in the sector applicable to Lebanon, industry and value chain needs in the green sectors, green standards and regulatory/environmental indicators requirements to be compliant with regional markets, agenda 2030 related priorities…

  1. PROTECTING GREEN IPR in Lebanon

Steps needed and structures available to guide eco-innovators in protecting their green IPR in Lebanon

  1. COMMERCIALIZING GREEN IPR

Options available to commercialize green IP projects and develop successful collaborations with industrialists

The consultant should gather the information through desk work, interviews and focus group meetings with relevant stakeholders. Meetings might be organized with the project partner leading the benchmarking study and the action plan to ensure coherence with the other national reports.

The Consultant’s team will start the work after the validation of their offer by the contractor and shall coordinate with Berytech team for the strategy and implementation along the whole process

All the deliverables will have to be presented in English and validated by the Contractor within one week after the submission, before moving to the next step of the assignment. Failure in submitting deliverables or not reaching enough quality may result in a reduced budget allocation. In addition, regular calls will be organized with the contractor. The final report should be presented to the contractor in a proper format including design, layout and content.

Means of work and eligible costs

Equipment, consumables, travel (if any) should be included in the financial offer as a lump sum.

Eligibility

Applicants must fulfill the following requirements:

  • Be an individual consultant, firm or association. Note: This ToR is not a subvention but a provision of services.
  • Be able to comply with national fiscal context and rules for receipt of international funds.
  • Have a bank account whose holder name must be the same as the applicant.
  • Partnership and subcontracting are allowed, provided that the legal applicant entity has a substantial role in implementing the assignment. The applicant will be the only legal entity with which the contract relation will be established.
  • Academic background in law, engineering, industrial and/or intellectual property
  • Experience in innovation and intellectual property with specific focus on the Lebanese and regional context
  • Desirable knowledge or experience in the environment/sustainability/green industries and in sustainability and circular economy
  • Excellent English writing skills

 

Important:

The maximum amount per offer is 5,500 Euros.

Selection and payment

The winning candidate will be notified by email and post on the selection of the offer. From that moment on, work can start according to the calendar.

Payment will be done as the below:

  • Upon the approval of deliverables #1 and #2 the consultant will receive 50% of the contract
  • Upon the approval of deliverable #3 the consultant will receive the remaining 50% of the contract

Payment will be done within a period of 60 days after reception and validation of the invoice. The Contractor is not responsible for banking costs that might be applied by the consultant bank, neither for changes in currency exchange.

How to apply

Candidates should submit the following documents:

  • Technical (maximum 5 pages): the Consultant should elaborate a specific methodology to conduct the work. An implementation calendar should be delivered, including planned consultation with key stakeholders.
  • Financial offer: the consultant should state the personnel dedication expressed in days (1 day = 8 working hours) as well as a lump sum for other costs related to the implementation of work.
  • Profile and project references (maximum 2 pages): the consultant should submit professional CVs and project references on the topic.
  • Bank form filled in, signed and stamped by the bank.
