Call For Clusters Regulatory Framework Support Program in Egypt ECF 2025-05

Introduction

  1. Company Background

Berytech is a leading organization in the Entrepreneurial Eco-system in Lebanon, that aims to provide a conducive environment for the creation and development of startups, through incubation, business support, counseling, funding, networking, and company hosting, hence taking part in the economic revival of the country, participating in wealth and job creation, and retaining graduates and high-level skills in Lebanon.  

  1. Program Background

Euromed Clusters Forward is a 4-year project that aims at establishing and improving clusters legal policies, strengthening clusters capacity & regional cooperation, and strengthening regional value chains. Berytech is the implementing partner of Euromed Clusters Forward in Lebanon, that is funded by the European Union and coordinated by Anima Investment Network with 3 implementing partners and 9 affiliates from the Euromed region.  

  1. Purpose

In order to effectively support sustainable economic development in Egypt, advancing economic clustering activities through a coherent policy is key, The national clustering policy roadmap developed by IceAlex in 2024 outlines the strategic framework for promoting economic clustering in Egypt, drawing on successful examples and best practices from global contexts that are relevant to local challenges. The policy roadmap emphasizes the importance of developing clusters, while enabling key stakeholders with the necessary skillsets, sector-specific know-how, and technical support.

Based on the work that has been done in EuroMed Clusters Forward, this RFP outlines the scope of work for a project aimed at enhancing cluster development in Egypt as a follow-up to the action plan that has been previously developed, focusing on 3 key recommendations:

  • Design an Inter-Ministerial Committee to Take the Cluster Development Agenda in Egypt.
  • Legal and Institutional Framework for Clusters.
  • Cluster Awareness and Capacity Building.

Interested applicants may partner with experts or organizations to apply for all components together, or they may apply for Component 1, 2, or 3 of the ToR.

Project Objectives

The selected recommendations aim to contribute to the enhancement of cluster development in Egypt following 3 main components:

  1. Facilitating the establishment of an effective Inter-ministerial Committee for Cluster Development:
    • To ensure coordinated and integrated policymaking and implementation across relevant government ministries.
    • To improve communication and collaboration among government agencies involved in cluster development.
    • To develop and implement a unified national strategy for cluster development.
  2. Developing a robust legal and institutional framework for cluster development:
    • To create an enabling environment for cluster growth and competitiveness.
    • To provide a clear legal basis for cluster operations, including registration, governance, and access to support services.
    • To establish a clear framework for incentives and support mechanisms for cluster development.
  3. Enhancing awareness and capacity building within the cluster ecosystem:
    • To increase understanding of the concept of cluster development among policymakers, practitioners, and cluster members.
    • To promote knowledge sharing and best practices within the cluster ecosystem.

Scope of Work and Deliverables:

Component 1: Establishment of an Inter-ministerial Committee for Cluster Development

Component 2: Legal and Institutional Framework for Clusters

Component 3: Cluster Awareness and Capacity Building.

  • Proposals must be submitted separately as technical and financial proposals, clearly labeled with the RFP number and the Offeror’s name.
  • Proposals should be sent to procurement@berytech.org.
  • Submissions must be received by the deadline stated on the RFP cover page (Sunday, March 30, 2025).
  • All inquiries should be sent via email by the specified deadline, referencing the RFP number. Applicants may apply to one or multiple components of the ToR.
  •  Berytech Foundation will not compensate Offerors for proposal preparation.
  • The shortlisted candidates will be contacted by mid-April 2025.

Interested applicants may apply to either component 1 or 2 or 3 of the ToR or all of them.
