The MEL officer will be responsible for working closely with Asmae programs staff, partner NGO staff to develop and implement best-practice monitoring and evaluation tools and assessments. This will include training field staff on best practice approaches to data collection, including ensuring the confidentiality and rights of beneficiaries are respected.

The MEL officer will support the analysis of results and help develop products to disseminate the findings of surveys and assessments, including drafting assessment reports.

The MEL officer will support program design by writing MEAL frameworks and MEAL plans, tracking progress against program-wide monitoring indicators and collecting and drafting information relevant to improving the evidence base for the design of programs.

The MEL officer will also represent Asmae in external fora, on joint data collection exercises, including the Humanitarian Needs and overview and inter-agency monitoring and evaluation exercises.

The MEL officer is responsible for the reporting review and reports quality in addition to the MEAL reports

 

Major Responsibilities:

 

1. Ensure the project baseline is planned, coordinated and implemented within one month of the project start-up.

2. For assigned projects, support partners in developing a Monitoring and Evaluation (M&E) system (comprehensive log frame, M&E plan and indicator tracking table, data collection tools, information flow, reporting and review) consistent with the Asmae framework and taking into consideration partners’ system and tools, as appropriate, and in accordance with specific donor requirements.

3. Support Asmae team to work with partners to ensure quality programming and adherence to Asmae’s standards, values and principles, as well as the mainstreaming of cross-cutting themes (Gender, Protection and Disability).

4. Ensure that monitoring incorporates and considers aspects at output, process, context and outcome levels for assigned projects and that appropriate data collection and reporting tools are developed and used.

5. Develop tools to gather relevant data according to donor and Asmae log-frames. Train field staff on data collection.

6. Synthesize and analyse M&E quantitative and qualitative data received on a monthly basis.

7. Ensure effective monitoring through regular field visits, conducting data verification, quality assessments and reporting the findings.

8. Coordinate periodic review with partners to facilitate dialogue and intentional learning and reflection from assessments, program progress monitoring etc, to improve project implementation and project quality.

9. Ensure a master beneficiary database is developed for the project and is updated regularly.

10. Ensure data entry in the global M&E tools of Asmae.

11. Prepare and lead end of project evaluations as per donor requirements

12. Support Project & Partnership Manager and Projects Officer in preparation of donor reporting by providing information coming from monitoring findings and data collected from field staff in a timely manner.

13. Orient new partners and staff to MEL requirements of their projects and their role in ensuring an effective MEL system for the project.

14. Ensure that projects (and therefore related partners) have a system to track information produced to help report to donors and the management.

15. Determine research needs, develop ToRs, supervise consultants and research teams; undertaking capacity building activities for staff and other stakeholders with a view to improve monitoring and documentation of programs.

 

 

Other

  • Participate and actively contribute to the team meetings and seminars organized by Asmae;
  • Participate in meeting with the donor(s) if requested;
  • Support monitoring missions undertaken by headquarters;
  • Represent the organization at meetings and in other activities;
  • Contribute to the development of communication tools;
  • Follow the local security and safety rules and procedures and participate in the security context analysis.
  • Represent Asmae in external meetings and working groups if needed

Any administrative or other tasks entrusted by the Project & Partnership Manager and/or the Country Representative (i.e.: organization of meetings or workshops)

 

 

Qualifications:

Experience:

5 years’ field experience in Program Design and Development, Program Monitoring and

Evaluation, and Capacity Building.

 

Knowledge & Skills:

  • Demonstrated ability in the use of quantitative and qualitative data collection and analytical techniques.
  • Demonstrated ability to transfer knowledge through informal and formal training.
  • Demonstrated ability in the use of quantitative and qualitative methods including questionnaire design, survey techniques and participatory approaches.
  • Strong interpersonal skills and the ability to work in a team.
  • Good organizational and time management skills.
  • Excellent written and oral communication skills in English and Arabic.
  • Ability to write very good quality reports in English is required
  • Computer proficiency in word processing, Power Point, database, spreadsheet and graphics presentations (including one or more of the following programs: Excel, Access Epi Info, SPSS, ODK), and other internet applications.
  • Previous experience with developing DM tools
  • Previous experience in Reporting
  • Preferred working knowledge of advanced statistical packages (SPSS etc.)
  • Understands the application of policy and the impact of decisions
  • Understands fundraising, relief, development and advocacy issues, including operational consequences
  • Understands international standards in humanitarian protection and accountability
