Job Summary:

Under the supervision of the Food Security and Livelihoods (FSL) Project Manager, the Field Officer will be responsible for the technical planning, implementation, supervision, monitoring, resource management, and reporting of field activities. The role requires significant fieldwork, including regular movement within the intervention zones, and coordination with municipalities and stakeholders. The candidate must be adaptable and able to work in dynamic, high-pressure environments.

Project Duration: November 2024 - October 2028

Key Responsibilities

Implementation of Activities:

  • Assist in designing and conducting technical assessments in targeted areas.
  • Support beneficiary identification based on established criteria.
  • Contribute to identifying the needs of small-scale farmers, cooperatives, and vulnerable communities.
  • Assist in designing interventions and preparing resource and item lists.
  • Ensure timely delivery of activities aligned with the project proposal, timeline, and logical framework.
  • Prepare detailed Bills of Quantities (BoQs) with cost estimates and material specifications for tender documents.
  • Conduct regular field visits to oversee activity implementation.
  • Collaborate with the logistics team for procurement and ensure proper delivery of items and services.
  • Coordinate with the field engineer for water-related interventions (e.g., irrigation channels, water ponds).
  • Supervise internships and ensure proper support for activity implementation.
  • Assist in selecting agricultural students for scholarships.
  • Oversee cash-for-work interventions.
  • Perform other tasks assigned by the line manager, including technical support, local staff training, and community engagement.

Stakeholder Coordination:

  • Maintain coordination with local partners, participants, and communities affected by project activities.
  • Engage with local authorities and beneficiaries to ensure smooth implementation of activities.
  • Build and maintain relationships with local authorities, municipalities, and community representatives.

Reporting and Coordination:

  • Document and report daily and weekly work progress to the line manager.
  • Regularly update managers on activity progress and challenges.
  • Report conflicts, material usage, and potential improvements.
  • Collaborate with the MEAL department for progress tracking, complaint management, and referrals.

Qualifications

Education:

  • Bachelor’s degree in Agricultural Engineering or related fields.

Experience:

  • Minimum of 3 years of professional experience in humanitarian or development organizations.
  • Prior experience with NGOs/INGOs is mandatory.
  • Background in livelihoods, food security, and/or agricultural projects with cash assistance is an asset.

Skills:

  • Strong knowledge of good agricultural practices and animal production.
  • Proficient in preparing BoQs, tender documents, and technical reports.
  • Excellent communication and negotiation skills.
  • Ability to work independently and collaboratively.
  • Proficient in MS Office and data collection platforms (e.g., KOBO, ODK).
  • Strong written and verbal communication skills, with fluency in English.

  • Ability to work in challenging field conditions.
  • Effective multitasking and time management skills.
  • Willingness to travel to project sites as required.
