The Grants Manager is responsible for management of AFEs Grants portfolio. This role provides the oversight and coordination of all aspects of subgrants and fiscal sponsorship delivery, ensuring that the grants management team delivers all activities to a high standard, on time and on budget. This role also plays an important role in representing AFE with external audiences and positioning the foundation in relation to any future grant management opportunities. 

The position will be offered based on the level of seniority. 

ACCOUNTABILITY AND WORKING RELATIONSHIPS 

The Grants Manager reports to the ED or Associate Directors. This role also carries line management for the Grants Officer and Finance Officer while working closely with the Quality and Learning Manager and Head of Finance. In addition, this post will work closely with other members of SMT to support income generation opportunities.

MAIN RESPONSIBILITIES 

Grant management – management/oversight of existing grants contracts:  

  • Overall responsibility for the full portfolio of grants. This includes the whole grants life cycle, from grant design, selection, start up, implementation through to grant closure, ensuring compliance with internal procedures and donor regulations.  
  • Regularly reviewing progress made by grant holders against the agreed work plan. This will involve coordinating the day to day inputs of the Grants Officer and Grants and Finance Officer, and inputs from Finance and Country Program teams to ensure smooth grant implementation.  
  • In consultation with the Head of Programs, make recommendations relating to funding adjustments for grant-holders, including decisions to withhold or delay payments as a result of performance issues within projects.  
  • In consultation with the Head of Programs, lead on the provision of guidance and support to health partnership projects, ensuring that frequent and timely contact is maintained with grantholders to ensure that these projects are implemented in accordance with their project plans.  
  • Undertake program monitoring and management visits as appropriate.  
  • Resolve issues when escalated by Grants Officer or the Grants and Finance Officer throughout the grants cycle on contractual, operational and reporting matters, drawing on expertise from the Head of Programs, Finance and other Programs when required. 
  • Provide training, advice and capacity building for grant partners throughout the grant cycle and perform various capacity building training both internal to AFE and external including to the Social Change Program beneficiaries as well as other programs. 

Narrative reporting and external communications  

  • Coordinate the preparation of high quality narrative reports to donors in a timely fashion.  
  • Ensure that all compliance requirements are met.  
  • Serve as the main focal point for communications to private and institutional partners who contract AFE’s grant management services.  
  • Maintain communications with external partners, building relationships with strategic ED partners. 

Finance  

  • Maintain overall budget authority for the grants programs - allocate budget to staff members and coordinate spend between categories.  
  • Work with the finance department to ensure accurate reports are produced in a timely manner.
  • Maintain an overview of grants management and monitoring, and ensure that appropriate controls and decisions are made regarding responsible release of funds to grantees. 

Strategy and programme development  

  • Lead on the development of a Grants Management strategy.  
  • Work closely with the grants management team, ED and SMT to review lessons from the overall program and incorporate lessons learned as appropriate.  
  • Provide operational leadership to the foundation in the development of AFE’s grants management services and support efforts to gain further grant management work.  
  • Lead the design of future programs.  

Staff management  

  • Lead and manage the grants management team, create a supportive environment and provide leadership around expected standards of professionalism and quality of output.
  • Support the team in the delivery of program activities, coordinate regular meetings and 1-to1s, assist in problem solving, act as a sounding board for ideas and seek to optimise each team member’s personal development.  
  • Undertake required HR processes following all appropriate AFE policies and procedures. 

General support  

  • Provide support to the Head of Programmes, ED and AFE team as necessary and relevant.  
  • Represent AFE externally as necessary and relevant.

CANDIDATE PROFILE

Essential Desirable Qualifications  

  • A Masters’ Degree in a subject related to international development or global human rights or a related field.
  • At least 8 years of experience in Nonprofit grantmaking, or in senior relevant nonprofit management..
  • Team management experience of teams of more than 5 direct reports.
  • 8 years of experience in community relations development and partnership building
  • Experience working in North Africa in particular and in other countries of the Middle East is a plus.

Experience  

  • Strong experience managing multi-million grant contracts.  
  • Demonstrable experience in project or operational management.  
  • Demonstrable experience in donor relations, particularly government agencies and large foundations. Experience working with high-net-work individuals in a plus.
  • Demonstrable experience of working on grant making funds.  
  • Experience of strategic planning and managing budgets.  
  • Strong experience of writing funding proposals.  
  • Strong experience of developing and cultivating relationships with external stakeholders.  
  • Strong experience of team management for performance.  
  • Experience of programme delivery in a low- or middle income country.  
  • Knowledge of NGO partnerships.  
  • Experience of working for an international or regional nonprofit or grantmaker. 

Knowledge  

  • Demonstrable knowledge of current global and regional health, LGBT, human rights and gender issues.  
  • Demonstrable knowledge of project/grant management cycle, including grant design, selection, contract, implementation, monitoring and evaluation.  
  • Demonstrable knowledge of grants management processes.  
  • Deep knowledge of DFID, USAID, DRL, EU and other international agencies funding regulations.  
  • Knowledge of grant and commercial bidding processes.  
  • Understanding of Value for Money. 
  • Strong knowledge of civil society contexts in the MENA region.
  • Seasoned in M&E practices and procedures.
  • Strong knowledge of methodologies, tools, and analysis for organizational development.

Skills  

  • Proven ability to manage high value donor-funded programs.  
  • Proven ability to manage a team effectively, including remote teams.  
  • Highly motivated self-starter.  
  • Excellent skills in MS Excel and MS Word  and in project management software such as Trello, Asana, Microsoft Project, etc. 
  • Proficient communication skills— both written and oral, in Arabic, English and French— are a must.
  • Excellent interpersonal skills, particularly in the context of team management and external representation of the organisation.  
  • Proven ability to self-organise. 
  • Strong report writing and proposal development skills.
  • Ability to learn from mistakes, grow and positively respond to feedback.
  • Strong negotiation skills, including with donors and with partners.
