Anti-Racism Movement (ARM) is a non-governmental organization working to dismantle systemic racism and achieve social, economic, and gender justice for migrant workers and racialized groups in Lebanon since 2011. Migrant Community Center (MCC) is a safer space for migrants living under Kafala. MCC works with migrant domestic workers to improve their living and working conditions and build their capacities to self-advocate for their rights as agents and leaders of change. Its programs include community-building, capacity-building, psychosocial wellbeing, community-led initiatives, and advocacy.

Position: Monitoring, Evaluation, Accountability and Learning (MEAL) Manager

Employer: Anti-Racism Movement (ARM)

Reporting to: Programs Director

Location: Beirut, Lebanon

Working Hours: 40 hours per week

Contract Type: Full-time staff member

Job Purpose

Manage MEAL systems and processes, including  ARM’s data collection, analysis, and information management, and fulfilling all other MEAL related needs.

Areas of Contribution & Related Accountabilities

The jobholder’s responsibilities include the following:

  • Leading on all ARM’s MEAL work and supervising the MEAL team (2-3 people).
  • Creating and managing MEAL systems to facilitate flow of information and knowledge from project teams to admin, and vice versa, including running monthly reporting check-ins with different technical teams and the programs team.
  • Developing data collection tools and templates, covering all stages of the project cycle (assessments, baselines, monitoring forms, and final evaluations).
  • Working closely with the Programs Team to ensure that MEAL becomes an integral element of project implementation with the objective of enhancing the quality, accountability and impact of ARM’s interventions.
  • Participating in program design and proposal discussions, including logframe design.
  • Managing data collection, measurement, analysis and the sampling process, ensuring quality data is collected, learning opportunities identified and good practices are applied through the Data Management and Learning Officer.
  • Providing leadership to ensure all active programs maintain logical frameworks and monitoring plans to measure program output, outcomes and impact against goals and indicators.
  • Leading design and implementation of final program evaluations, or leading the management of external evaluations.
  • Ensuring that every program/project conducts regular learning sessions and all learning is shared for various purposes (informing design of future programs/ projects, accountability and transparency).
  • Identifying gaps in, and improving systems for, greater accountability to the communities ARM works with (analysis of participatory approaches, feedback and complaints mechanisms, learning events for migrant communities and improving overall transparency).
  • Leading on the organisation of regular info sharing meetings, both small scale (e.g. meeting to brief teams on new projects), and large scale (e.g. annual organisational learning retreats).
  • Identifying needs and opportunities for capacity building (e.g. training, new software, consultancies, etc.) and leading on their implementation.

Framework, Boundaries, and Decision Making Authority

The jobholder has the authority to make informed decisions on possible solutions and take necessary actions, in consultation with the Programs Director.

Schedule and Salary

  • Schedule: 40 hours/week.
  • Salary: $2,250-$2,500/month, depending on experience

Knowledge, Skills and Abilities

  • Masters’ degree or equivalent professional experience in, MEAL, Data and Information Management Systems,  Project Management, or other relevant fields.
  • Experience with and knowledge of current approaches to MEAL in development programs (experience with feminist, anti-racist, advocacy and/or behavioral change programs a particular asset).
  • At least 5 years of professional experience, including at least 2 years experience in MEAL.
  • Demonstrable experience in project cycle management, system design and implementation, workflow management and planning, budgeting, monitoring & evaluation, organisational learning, knowledge sharing.
  • Knowledge and understanding of non-profit organisations, human rights and migration issues, and the situation of migrant workers in Lebanon is an asset.
  • Excellent Microsoft Office Skills.
  • Experience with both quantitative and qualitative methods, this should include survey development, facilitating KIIs and FGDs. Experience with SPSS or STATA is desirable.
  • Excellent understanding of data and information needs for program management and decision-making.
  • Strong ability to identify the needed analysis for both programme efficiency and reporting.
  • Fluency in written and spoken English, and spoken Arabic.
  • Proven team leadership and ability to work independently.
  • Excellent interpersonal and communication skills, strategic thinking, teamwork.
  • Excellent organizational skills, team management skills and attention to detail.
  • Proactive and self-motivated.
