Job Purpose

Manage casework team that supports migrant domestic workers migrant workers facing labor abuses and other violations under the kafala system, ensuring a collaborative case management and advocacy approach.

Areas of Contribution & Related Accountabilities

 

The jobholder's responsibilities in this area include but are not limited to the following: 

Team Management and Supervising Direct Casework:

Support ARM caseworkers in day-to-day work of counseling, intervention, referrals, and legal and technical support to migrant domestic workers, migrant workers, and refugees. The caseworkers support clients by:

Conducting intakes with people facing labor violations, legal and administrative issues, violence, trafficking, detention and deportations, and asylum claims.

Providing migrant workers with access to the necessary information, counseling, resources, and redress for violations (both through direct action and referrals)

Referring cases and communicating with other organizations that provide support services for migrant workers and migrant domestic workers, collaborating with them on specific cases, including NGOs, embassies, and consulates

Conducting case visits to government ministries, hospitals, other NGOs

Supporting UNHCR asylum seekers with case appeals and file requests

Partner with caseworkers to collaboratively manage challenging cases, including sexual violence and trafficking

Lead team meetings and 1:1 meetings with each caseworkers to assess cases, ensure appropriate follow-up, manage larger projects, and ensure team mental health and debriefing practice

Coordinate with MCC teams to facilitate periodic training sessions for MCC members and community groups on labor rights, kafala, and related topics

Support implementation of legal clinics and legal support programs, including regular meetings with ARM lawyers and legal partners

Oversee network of referrals services for medical, legal, and social services for migrant workers, ensuring annual meetings with referral organizations and outreach meetings to explore new partners

Research and monitor changes to national and international legislation and policy related to migrant workers, domestic workers, and refugees

 

Program Management and Reporting:

Oversee implementation of specialized programs covering legal services and medical and mental health partnerships, closely with the team

Ensure implementation of casework documentation software and other tools among the team, in partnership with MEAL Officer

Design and draft grant proposals related to casework team needs

Contribute to grant reporting and/or editing

Meet periodically with partner organizations including migrant worker-led groups, researchers, journalists 

Documentation of best practices, case studies, and guides / information sharing internally and externally

Advocacy:

Coordinate closely with Advocacy Manager to strategize and implement campaigns around the rights of migrant workers and refugees

Design and implement case-based advocacy campaigns, public and private, for specific migrant workers’ cases or migrant communities’ initiatives

Write and edit reports, urgent submissions, and letters to UNHCR, OHCHR, other international human rights mechanisms, General Security, and the Ministry of Labor

Represent ARM in external meetings and events

 

Communications & Work Relationships

Internal Communication

External Communication

Regular contact with MCC Members and clients

Regular contact with partner and referral organizations (NGOs,  embassies/consulates, international organizations)

Framework, Boundaries, and Decision Making Authority

The jobholder works independently and collaboratively with the rest of the cases team and advocacy team, and has direct authority to make informed decisions on programs, campaigns, and cases and take necessary actions, in consultation with the Executive Director.

 

Knowledge, Skills and Abilities

At least 5-7 years of experience in frontline case management work, advocacy, legal services, social work, and/or counseling services (candidates of various backgrounds will be considered)

Training or experience supporting survivors of domestic violence and sexual violence, and trauma-informed practice is a plus

Knowledge and understanding of NGOs, international organizations, and human rights issues.

Some knowledge and understanding of migration issues and the situation of migrant workers in Lebanon.

Strong commitment to gender, race, and socioeconomic justice

Tenacity in advocating for access to information, justice, and resources for people seeking support

University Degree in Social Sciences, Social work, Psychology or a related field, or equivalent experience

Experience required: 5-7  years

Excellent command of Arabic (spoken-read-written) & English (spoken-read-written). French (spoken), Amharic (spoken), or other languages is a plus. 

Excellent Microsoft Office Skills, familiarity with case management or other data management software is a plus

Excellent writing skills, familiarity with research or other report writing is a plus

Very good organizational and time management skills, proactive

Ability to work on afternoons/evenings on a regular basis, and Saturdays or Sundays on a semiregular basis
