Position Summary:

The Procurement Officer is a key position within the Operations department responsible for  maintaining the integrity of the Anera procurement system.  This position entails working directly with vendors, service providers and subcontractors to ensure timely procurement of program supplies, services and equipment, whilst ensuring best practices and maintaining audit-compliant records. Success in this position requires an individual to have good organizational skills and an attention to detail.  

Specific responsibilities include: 

  • Provide procurement services for Anera Lebanon as required
  • Implement and / or maintain standard Anera’s procurement policies and procedures and ensure that procurement is carried out in accordance to Anera and donor-specific policies
  • Attend all procurement committee meetings.
  • Coordinate with Finance, Admin and program departments to ensure integrated internal controls, timely payment of vendors and full, auditable support documentation.
  • Ensure that a transparent and responsive procurement process is implemented and maintained; generating bids analysis and Purchase Orders and Payment requests.
  • Routinely communicate, coordinate and plan with the relevant requesting staff / programs regarding the order and delivery of supplies. 
  • Ensure that all supplies, services and equipment required are delivered in time.
  • Establish and maintain ethical and professional working relationships with suppliers. 
  • Maintain supplier information for regularly purchased items and be informed of current local market conditions.
  • Support and provide appropriate training for procurement and program staff as required. 
  • Advise the Procurement and Operations Manager of procurement-specific issues or improvements.
  • Any other relevant duties or tasks delegated by Procurement and Operations Manager

Expected Deliverables:

  • Provide on-time, standard weekly and monthly reports to the Procurement and Operations Manager
  • Generate and / or maintain an Anera’s Vendor database
  • Generate and / or maintain comprehensive price list for goods, services and equipment purchased by Anera
  • Produce routine purchase status reports for Procurement and Operations Manager, Programs and Finance
  • Maintain the Anera IOR Tracking Sheet and submit routine reports to the Procurement and Operations Manager

Qualifications:

  • Bachelors’ Degree in Business Administration, or other related field
  • Minimum of 5 years of cumulative progressive experience in procurement
  • Minimum 2-3 years experience at Procurement Officer or Coordinator level
  • Knowledge of generic procurement procedures and practices (NGO experience is a plus).
  • Familiarity with major donor and local regulations and legal requirements is an advantage.
  • Holder of a valid driving license
  • Competent in spoken and written English
  • Good mathematical skills.
  • Competent use of MS Office and google applications, especially spreadsheets.
