Description: 

Under Amel’s crisis response program and in coordination with the health program team, the health project coordinator will be responsible for the smooth and timely implementation of the project and its objectives, improving the health status of vulnerable populations in South Beirut and the Bekaa, and increasing institutional capacity in the organisation/sector.

 

The project coordinator will work in close collaboration with other Amel health project leads and sector leads. Within the project the coordinator will work in a close team with the Medical Coordinator, Health Coordinator, Program and Partnerships Coordinator, Mental Health Coordinator, Pharmacist, Finance Officer(s), M&E Officer, Field Coordinators, field level staff across the 10 project locations, and other staff as relevant.

 

The health project coordinator will be based in Beirut with regular field visits to the project sites in Beirut and the Bekaa. The project currently covers 10 primary health care facilities including primary health care centres and medical mobile units.

 

There are various components to the project, including the provision of a quality primary health care package, institutional development activities, community level interventions, mental health and staff care.

Main Responsibilities

Project Management

  • Global project oversight to ensure the timely completion of project activities and objectives, according to project work plan.
  • Ensure staff adherence to work plans and project goals;
  • Oversee, support and guide project staff as necessary;
  • Monitor and enhance the quality of services in coordination with the Medical Coordinator and Health Coordinator to ensure adherence to Amel and MoPH protocols;
  • Partner liaison on project and other related thematics;
  • Conduct field visits for staff meetings and regular monitoring, as well as partner/donor visits;
  • Conduct weekly team meetings. Participate in internal and external meetings as requested, representing both Amel and the project;
  • Maintain working relationships with project stakeholders, including Amel staff, project partners, local actors, UN agencies, MoPH etc;
  • In coordination with the Pharmacist and Health Coordinator, ensure the timely procurement of medical supplies/medication and monitor their rationale use across the target facilities;
  • Ensure timely procurement and maintenance of equipment in coordination with the procurement team and centre-level staff;
  • Coordinate with colleagues to ensure the fulfilment of administrative aspects of the project and monitor compliance with contract requirements and national/organisational protocols;
  • Work with the communications team to develop visibility material and ensure the project is visible at the centre-levelSupport in the development of proposals as necessary;
  • Lead on new initiatives and conduct necessary assessment within the area of operation;
  • Project/Program development and recommendations;
  • Perform other duties and responsibilities as requested by the management.

Financial Oversight

  • Conduct financial tracking of the project in coordination with the Finance officer;
  • Review financial reports with Finance Officer and ensure their timely submission;
  • Support in quarterly/strategic project budget planning and forecasting;

Monitoring and Evaluation/Reporting

  • Complete and submit timely and detailed narrative reports to the partner, as per the agreed schedule;
  • Oversee the collation of project data by the M&E officer - ensuring data quality, accuracy and safe storage;
  • Ensure the utilization and implementation of measuring tools to assess success in accordance to project indicators;
  • Support and guide in the development of the M&E plan;
  • Drive forward the use of the HIS throughout project centres with data-related staff;
  • With the M&E officer, ensure the dissemination of relevant reference materials to staff (related to C-19, SRH, MoPH accreditation etc.);
  • Through satisfaction tools, obtain feedback from local communities, key stakeholders and staff to evaluate the project, with the M&E officer. Ensure accountability to affected populations;
  • Monitor contextual updates and engage in relevant coordination/information-sharing meetings as required.

Capacity Building/Staff Care

  • Assess the training needs of staff and develop/implement project training/staff care plan accordingly
  • Participate in/suggest staff for relevant trainings
