Background of the Project

The “Durable Solutions for Syrian Refugees in Lebanon” project, funded by 11.11.11, aims to contribute to the realization of a rights-based “durable solutions” agenda for Syrian refugees in Lebanon. To ensure that refugees have access to such “durable solutions”, the project will create a structural platform to operationalize the “triple nexus” between humanitarian, development, and peacebuilding support. Additionally, local CSO partners will be supported to increase their capacity to conduct innovative qualitative and quantitative research into various aspects of the Syrian refugee crisis in Lebanon, which will also serve as the basis for rights-based advocacy at national, regional, and international level, and to counsel refugees on their mobility options. Particular attention will be paid to the protection situation of Syrian refugees, the gendered dynamics of forced displacement, and access to information on the conditions for a safe, voluntary, informed, and dignified return. In doing     so, the project aims to ensure that the Lebanese government adopts rights based legal and practical obstacles for the safe, voluntary, informed, and dignified return of displaced Syrians. The project will also support local CSO partners to make the bridge - in their own programming and advocacy - between humanitarian, development, and peacebuilding projects. By providing a grassroots perspective and operational insights on the implementation of the “triple nexus”, local CSOs will ensure that donor interventions are better aligned with the priorities and needs of displaced Syrians, and take on further responsibility in ensuring resettlement spaces. Finally, the project aims to achieve that local CSO partners in Lebanon have increased their legitimacy to effectively represent displaced rightsholders, and that both rightsholders and local CSOs are able to participate in national, regional and international policy discussions actively and meaningfully around durable solutions, including discussions around the “triple nexus”.

 

Within the course of the project, ALEF will create and coordinate a Triple Nexus Platform (TNP) within the existing Working Group for People Affected by the Syrian Crisis (WG PASC). This TNP will serve as a structural platform for local CSOs working with Syrian refugees in Lebanon to conduct joint analysis; share reflections, lessons learnt and best practices; to organize regular exchanges and workshops with        external experts, peers in other host countries and donor representatives; and to develop joint advocacy briefings with practical recommendations that can feed into policy discussions. Moreover, a small mechanism will also be included to fund triple nexus pilot projects by TNP members.

 

Scope of Work

The Consultant will be responsible for the following:

  1. Moderating 2 strategy workshops for PASC
    1. Moderating a 2-days strategy workshop on the triple nexus strategy of PASC.
    2. Moderating a 1-day validation workshop.
  2. Drafting strategic documents.

 

Deliverables

  • Two days workshop on the triple nexus strategy of PASC, details of the TNP, and sub-granting strategy; and
  • One day validation workshop on final strategy.

Qualifications:

  • Advanced university degree in Political Science, International Relations, Law, and/or related field experience;
  • Minimum of 1 year of professional experience in developing strategies to CSOs;
  • An understanding of the triple nexus approach;
  • Fluency in English and good knowledge of Arabic; and
  • Outstanding public speaking skills.
