Location: Based in Jabal Mohsen.

Starting Date: ASAP immediately.

Contract Duration:  From start of 24TH of August till 9th of JAN 2020 with a part time employment (70%).

Reports to: Program Manager – AICA

Purpose: AICA is seeking a social worker on Part-time basis, where he/she will contribute in enrolling first outreach of Young Working children with referring to the selection criteria and within coordination with AICA Field Coordinator; with creating a trust relation with their families and specifically caregivers, within assigning a formal agreement. 

Case management and referrals are the main tasks of the social worker, with a tied coordination and reporting to the Project Manager, who will be considered the strategical supervisor for any protection case. 

Referring to the expected results and Achievement realized, the social worker will report to PM accordingly and will advise any case tracking to ME officer accordingly. 

All activities with caregivers will be facilitated by the social worker, in order to ensure follow-up with them as well as awareness facilitation targeting caregivers about parenting skills and stress management in a later stage, depending on cases and situation’s prognostic. For the Reintegration process, the social worker will be in charge of following and ensuring referrals for children into a later stage – whether ALP or regular school – according to the placement tests realized in the end of BLN period. He/ She will be in charge of assisting caregivers to be reintegrated in job opportunities, within a coordination with Field Coordinator and PM, as well as the whole referrals’ system.

The Organisation:

The Alawite Islamic Charitable Association AICA, a non-profit non-governmental organization located mainly in Jabal Mohsen – Tripoli and Akkar, registered under the decree No. 4500/1950 , was founded in 1950 in order to claim the rights of the Alawite Muslim community through development and social projects as well as Health care and medical services.

AICA projects and activities aim to mitigate all forms of discrimination towards civil Rights access (medical, health, education, work opportunities, or any other additional required support), raise individual and collective awareness, mainstream protection and disseminate risks prevention.

The intervention strategy consists on holistic and sustainable community development, Advocacy and Peace Building, education and training, primary health care and medical services, religious services.

Project Overview:

Solidarity project is a pilot program, supported by USAID BALADI CAP, targeting marginalized populations of Tripoli (Jabal Mohsen, Tebbaneh and Quobbeh) which aims to reintegrate young working children (YWC) aged 6-11 into the education system through a dual-track approach: providing educational and psycho-social support for 30 YWC, complemented by a dedicated program for their parents/caregivers in skills building, counseling and livelihoods support. 

Solidarity project will implement a “Learning by Doing” approach, exclusively supported by “Makers Hub/Genius Kid”, where youngsters, through hands-on activities, discover their dexterity skills and develop them while learning about technology, manufacturing, and open source tools. Established in 2014, they have won numerous awards for their innovative approach to introducing a new generation to different technologies through hands-on projects that bring together what is taught theoretically in schools with how things are done practically. They focus on STEAM (science, technology, engineering, arts and mathematics) as well as woodworking, 3D design/printing and have five centers across Lebanon, including a woodworking workshop.

In response to this challenge and in line with AICA’s vision and mission, AICA will pilot this “Solidarity” project utilizing the “4R approach” (recruitment, rehabilitation, reintegration and raising-awareness) to:

Enhance the capacities of AICA staff to deliver programs for vulnerable youth.

Engage 30 young working children in a three-month program of daily classes including psycho-social support (STEAM), basic literacy and numeracy (BLN), and STEAM programs. 

Provide 30 caregivers of young working children trainees with vocational training (VT) on home health care and handcrafts and enroll them in an internship program.

Provide case management/family rehabilitation counseling services aimed at reintegration of young working children into school and their caregivers into the job market. 

Raise awareness on child rights and education through a social media campaign.

In order to respond to the reality of COVID-19, AICA will practice extra hygiene measures and safe physical distancing in all its program activities by (1) utilizing technology platforms for meetings that can be done remotely and (2) dividing participants into smaller groups to reduce the number of people gathering at one time within each classroom. AICA’s Center, located between Tebbeneh and Jabal Mohsen, has nine classrooms, enough space for them to manage the five parallel classes for children and the separate classes for the caregivers. Additionally, AICA’s child protection and confidentiality protocols will guide the work. 

Goal: Build the resilience of the underprivileged population in Lebanon.

Project Overall objective: At risk children and their caregivers in Jabal Mohsen, Tebbaneh and Quobbeh are prepared for and enrolled in good quality inclusive basic education and vocational activities. 

Specific Objective 1 (SO1): At risk children and caregivers in Jabal Mohsen, Tebbaneh and Quobbeh participating in Young Working Children workshops, Vocational Training sessions and Family Rehabilitation & Reintegration consultations. 

Specific Objective 2 (SO2): Awareness is raised in target communities on right to education for children. 

Purpose of the assignment: 

To lead and to mobilize Young Working Children YWC in order to extract them from street hazards and risks within their caregivers permission and support, as well as to fully support and ensure protection- in all possible way- to those Young Working Children YWC during their rehabilitation period, and make referrals accordingly.

To accompany and support caregivers to rehabilitate their skills and system, as well as to reintegrate them in the job market.

Content Delivery:

Beginning of the project

The social worker will introduce the project with the Project Manager to the key-leaders of the targeted area and to the local community living there. They will be in charge to outreach and select the 30 based on the selection criteria (as mentioned in the technical document), within the agreement and assignment of their caregivers.

He/ she will be in charge of a team of YWC, ensuring YWC security and directives follow-up, supervising the good use of templates and methodology application. 

Outputs: outreach; Criteria selection; case files for each family interviewed and record the ones recruited.

YWC Families and caregivers’ support

He/ She will be in charge of Family cases and follow-up/ support/ make referrals/ register of any change relative to YWC and his caregivers (social behavior/socio-economic situation/ education, protection and any referrals of Minors).

He/She will be in charge of Completion of case filing, assessing any reason of absence for YWC/caregivers, reporting and referrals with tracking record sheet delivering to the PM and ME officer in order track the whole project achievements.

Deliverables: 

List of enrolled children (male/female; age) and caregivers (male/female; age; employment status)

List of internships locations along with signed MOUs with each; Signed attendance sheet for caregiver internships (disaggregated by sex, age) along with 5 photos; 

Feedback on the internships including a paragraph from each of the 30 caregivers on what they learned from the experience;

Summary of the results of the case management/ reintegration support provided to each family (YWC and their caregivers), referencing major types of support requests, types of referral services, (ensuring strict confidentiality of all participants);

Required responsibilities and tasks:

The social worker will coordinate with AICA Field Coordinator to ensure outreach of targeted groups of the project YWC and their families.

The social worker will conduct an interview with caregivers in order to explore the family situation in order to intervene and support them during the project, so AICA would succeed in exporting their children from street work within caregivers support.

He/she is mainly in charge of Case management and referrals, with a tied coordination and reporting to the Project Manager (considered to be the strategical supervisor); case mangement means: i- Creating family cases files, referring to AICA template adopted; ii-Conducting interviews with caregivers and with the YWC whether together or/and separately (according to the process and situation in need); iii-Filling data for 35 families and exploring information according to the family intervention needs;

The social worker will report monthly any change and achievment realized to PM accordingly and will advise all cases tracking to ME officer accordingly. 

He/She will assist all activities with caregivers, in order to ensure follow-up with them and awareness facilitation in any later stage, depending on cases and situation pronostic.

Any repetitive absence will be reported, upon team meetings, to PM and to the social worker who will be in charge to follow-up closely and visit upon need the family, in order to understand the situation and support them accordingly. 

Report the cases register with tracking results recorded (YWC exported successfully, caregivers referrals for job opportunities or VT oriented, any economic empowerment opportunity, protection or and education referrals for the minor situation.

In parallel, the social worker will coordinate closely with the Program Manager, the facilitators and ME Officer. He/She will collaborate with the team project all-over the process. He/She will adhere to AICA values and Code of Conduct.

Qualifications and Experience:

The desired specifications and qualities of the social worker are:

Having a university diploma is a must, preferably in Social service (in order to make an intervention plan per cases).

At least work experience in outreach more than 3 years; 

At least work experience in social worker or relevant work more than 3 years; 

A commitment to promotion and support child rights and gender equality as well as AICA values.

A commitment to teamwork, punctuality and to AICA’s procedures.

Experience in case management and/or referrals.

Collaborative approach and open to feedback.

Compassionate while working with children with no prejudice or harm.

Maintains confidentiality and respect towards beneficiaries.

Experience in working with children and vulnerable populations.

Good interpersonal and communication skills
