Overall purpose of the role:

The objective is to develop the Monitoring and Evaluation Framework, tools and indicators for the provision of the child protection and case management service.

Responsibilities:

- Ensure all data is collected based on agreed plan and requirements to measure output, outcome, and impact indicators by conducting regular field visits; 
- Adapt M&E systems with flexible solutions to more accurately collect, monitor and verify program activities and ensure they are aligned with the program indicators and the country strategic and annual plan;
- Follow-up with relevant stakeholders on agreed upon system corrections, adjustments and actions, informing and strategizing with the MEAL team, as necessary
- Provide technical guidance and recommendations on data collection, measurement and sampling methodologies to ensure quality data is collected and applied;
- Ensure that data collection tools and templates, including assessments, baselines, monitoring forms, and final evaluations are well used in field as well as oversee Al Midan database system;
- Contribute to success stories informed by data collected under communications plan;
- Support in the design and implementation of data collection tools and systems to capture direct and indirect effects of program activities;
- Design and implement quarterly lessons learned workshops to be implemented with the field team;
- Support in the analysis of the quantitative and qualitative data that is being collected in the field through the M&E tools
- Manage project monitoring information system/databases to ensure efficient and effective collection, entry, and analysis of all project data (both quantitative and qualitative) and proper reporting of the outcomes of all projects;
- Develop and adapt weekly and monthly quantitative reports and provide support in their use
- Plan and conduct along regular spot checks visits and produce narrative reports
- Support the donor reporting when needed and in consolidating information on a weekly and monthly basis.  
- Act as a focal point in field for the quarterly MEAL evaluation and recommendation to be integrated into the programmatic daily work
- Ensure all activities are gender sensitive and follow Al Midan Gender Equity Policy;
- Apply Do No Harm standards to ensure activities do not have detrimental effects on vulnerable communities;
- Participate in internal office coordination and planning meetings and workshops;
- Conduct referral and data entry using the RIMS platform and other relevant platforms.
- Follow up with the PSS assistants and Case Management case worker on the tools appropriate for each activity, acting as an alarm buffer and reminder to staff members to start filling in the tools with the beneficiaries.
- Assisting PSS assistants to fill in the tools on the field (outreach – I AM HERE approach, SDQs for the FPSS sessions with children, Base line and End line for FPSS for Caregivers, pre and post-tests with caregivers attending Positive Parenting, etc)
- Perform other duties as assigned by the Project Manager

Experience and technical competencies:

- 1 to 2 years field experience in project and program monitoring and evaluation, including: Project Monitoring and Evaluation System Design, Management of Monitoring Systems, Project Evaluation
- Practical experience in data analysis software and data collection and management tools such as Excel, Access etc..
- Excellent facilitation skills, and strong understanding of how to safely and accurately collect feedback from all members of a community regardless of their age, gender, or other diversity factors;
- Experience in managing M&E program and managing & capacitating people;
- Ability to maintain confidentiality, respect, non-discrimination and safety of client at all times
- Ability to handle multiple tasks; proven self-initiative and problem-solving abilities;
- Comfortable in a multicultural environment, flexible and able to handle pressure well
- Experience in training and capacity building of staff and implementing partner agencies
- Demonstrated understanding of intermediate statistics and ability to summarize and make predictions from multiple data sets.
- Computer skills, including Word, Excel, Power-Point, and Access;
