EXTENSION - Mediation and coaching related to Water and Wastewater sector in Lebanon (Execution mainly in Arabic and English - Proposals in French or English - Contractual documents in French)

Context:

The Program is financed by the European Union under delegation to AFD, which is responsible for its implementation.
It aims to strengthen the Lebanese actors in their respective functions of service operators (through the four Regional Water Establishments) and tutelage (through the Ministry of Energy and Water - MoEW) as well as support institutional and sectoral dialogue.
In the execution of this program, a multitude of studies and intellectual services are planned in order to carry out the various activities necessary in the implementation of the reforms. This consultation covers a range of services related to the mediation and coaching expertise.

Object of the Mission:

AFD invites you to submit an offer for the following services:

- Coaching and mediation sessions between Programme stakeholders: the service provider can be mobilized for small group sessions in order to strengthen the commitment of stakeholders and support the definition of a shared vision of the Programme's objectives and the challenges of reform of the water sector;

- Mediation and support for negotiation and dialogue between the stakeholders of the Programme: the service provider can be mobilized to support and lead dialogue and consultations / negotiation meetings on complex and potentially conflicting issues related to the implementation of the reforms (divergent interests, problems related to people and their relevant positions, misunderstandings on formulations and the lack of shared vocabulary, etc.).

Your proposal shall meet all the requirements described in the attached documents.

The contract will be established with a consultancy firm or a specialized entity or a joint venture of consultancy firms and/or specialized entities with the necessary capacities to respond to the entire scope of work.
