Call for Tenders - E-Cards

RESPONSIBILITIES

• • Service Provider Obligations:
• Issue and manage e-cards for beneficiaries as per ADRA Lebanon’s approved list.
• Ensure the e-cards are redeemable exclusively for food and beverage items, excluding alcohol, tobacco, sugary food, chips, energy drinks, soft drinks, and coffee.
• Provide ADRA Lebanon with monthly reports detailing the balance and transactions of each issued e-card.
• Guarantee the availability of quality food items, including cereals, pulses, fruits, vegetables, meat, dairy, and sugar products.
• Share a price list when requested.
• Allow ADRA Lebanon to conduct scheduled and unscheduled monitoring visits to ensure compliance with program standards.
• Display ADRA Lebanon’s pre-approved promotional materials within designated stores.
  • ADRA Lebanon Obligations
• Provide the Service Provider with a list of eligible beneficiaries and their identification details before card activation.
• Supply awareness materials to be displayed in the service provider’s stores in the targeted areas.
• Conduct regular field visits to monitor program implementation and ensure adherence to food safety regulations.
• Investigate any reported allegations of misconduct or program misuse.
• Retain ownership of all ADRA-issued cards and oversee the reallocation of any remaining funds.
  • Termination
• ADRA Lebanon reserves the right to terminate the agreement if the Service Provider:
• Ceases operations.
• Undergoes liquidation or bankruptcy proceedings.
• Fails to comply with pricing guidelines set by the Ministry of Economy and Trade.
• Breaches any obligations outlined in this ToR.
• Either party may terminate the agreement with a one-week written notice.
  • Jurisdiction and Governance Law
• This ToR is governed by Lebanese law.
• Disputes will be resolved through amicable settlement where possible; otherwise, jurisdiction falls under Lebanese courts.
  • Confidentiality
• Both parties agree not to disclose confidential program information to third parties without prior written consent.
