Action against Hunger is an international non-governmental, private, apolitical, non-religious and non-profit organization created in 1979. Its goal is to combat hunger and dangerous situations that threaten men, women and children. Currently 500 expats and more than 5,000 employees are working for Action against Hunger in more than forty-six countries working in projects concerning four areas of focus: nutrition, health, food security and water and sanitation. 

In Lebanon, the Syrian crisis continues to generate political, social and economic pressure due to the war in Lebanon and keeps more than 1.5 million refugees in a situation of increasing vulnerability. In this environment of political, economic and social uncertainty, our teams have maintained their high levels of humanitarian response and aid to Lebanon. Likewise, our interventions have been maintained in the Bekaa and northern areas, as well as in the south of the country, with a special focus on working in partnership or in consortium with other organizations and on institutional strengthening of the relationship with both donors. institutional, such as with local authorities and entities.

The position has the below objectives:  

  • Guaranteeing proper monitoring, follow up, and quality on the implementation of the FSL component projects in Bekaa and Baalbek-Hermel.
  • Managing autonomously financial follow up, reports and interactions with the departments of Admin, Log, HR, and MEAL when it comes to the FSL component of the projects.
  •  Providing support to the staff directly managed by her/him, building their capacity and independence, and lead the coordination with the other technical and support departments at base level as needed.

Key activities in your role will include

Objective 1: To ensure timely & quality implementation and reporting of Food Security, and Livelihoods activities at the base level (40%)

  •     In coordination with the FSL Coordinators Deputy Ops Coo, and MEAL Team, design the macro Program Cycle  Management tools, including: monitoring tools, project indicators and means of verification, Activity Progress Reports, Budget Follow Up tools, and Project Procurement Plans.
  •     Ensure a workplan for each project is in place, in coordination with the project team and make sure that the program activities are implemented in respect to the workplan.
  •     Ensure monitoring and evaluation plans for the program are effective and functioning to measure the direct and indirect results of the projects.
  •     Provide guidance to the project teams in weekly planning of activities (including input distribution, training, set up, maintenance, monitoring and reporting) and ensure these plans are in line with the project workplan.
  •     Ensure required project materials are developed and used, such as IEC, training modules, workshops. 
  •     Ensure timely procurement of goods and services for the program and accurately and regularly update the budget via follow-up and forecasting processes, in close coordination with the Logistics and Admin department 
  •     Ensure beneficiary selection criteria and processes are in line with ACF’s  principles and in coordination with other departments (such as MEAL), are clear to all and are well implemented in a transparent way. 
  •     Ensure good relationships and engagement with all programme stakeholders 
  •     Provide verbal and written reports to direct and functional managers on the progress of the project towards objectives and activities in the workplan and any additional activities
  •     Ensure proper archiving of technical supporting documents
  •     Ensure any implementing partners are well supported and the quality of their work is monitored and assured.
  •     Ensure the collection and  timely analysis of information on food security, and the living conditions of target population; design and lead quantitative and qualitative needs and capacity assessments as required.  
  •     Analyze the needs, capacities and appropriate response options to assist the vulnerable local population at a base level 
  •     Actively coordinate with other agencies implementing food security, and projects in the Bekaa. 

Objective 2: Internal/external reporting, support on the preparation of new proposals (15%)

  •   Work closely with the Grants Manager and the FSL PM in drafting activity reports  for each donor on a timely manner.
  •   Work closely with the HoPs and/or Supervisors and build their capacity for them to prepare monthly internal Activity Progress Reports for all FSL, Environmental activities in Bekaa and Baalbek-Hermel.
  •   Participate in the design of new budgets and proposals, in coordination with the Grants Manager, Deputy Ops Coo and FSL Coordinator.
  •  To ensure the FSL team’s monitoring and evaluation of the program is effective and functioning for both direct and indirect results expected in the project.
  • Work closely with the MEAL department to provide quality analysis and synthesis of information

Objective 3: Finance, Administration, Logistics and HR (15%)

  •     Ensuring autonomous monthly budget follow up of the projects and forecast.
  •     Ensure timely procurement of goods and services for the program, in close coordination with Logistic and Admin Departments. 
  •     Ensure an enabling cooperation between the FSL and support departments (Admin, Log, HR).

Objective 4: To contribute to the Coordination and Representation (10 %)

  •     Actively coordinate with other agencies implementing FSL projects in Bekaa and Baalbek-Hermel 
  •     Represent Action Against Hunger in regional working group meetings in line with Action Against Hunger' Lebanon’s       Strategy and in coordination with the Deputy Operations Coordinator, Food Security and Livelihoods Coordinator.
  •     Represent Action Against Hunger in FSL meetings with other international and national NGOs, national institutions,      and international organizations under the guidance of direct and functional managers.

Objective 5: To manage and develop the capacity of the FSL team (20%)

  •   Assess the needs and strengths of each team member and identify capacity-building priorities for each as part of   ACF’s normal staff appraisal process.
  •  Supervise and build the capacities of the FSL team on Project Cycle Management 
  •  Provide regular coaching and feedback sessions, providing adequate updates on progress against development plan and new objectives.
  • Support the HoPs and/or Supervisors in building capacity in relation to Financial, 
  • Logistical & HR processes, and in external relations with stakeholders

Objective 6:  Security 

  •     To respect the security rules specified in the mission and base security plan, see to it that the team under his/her responsibility complies with the security plan and perform the security management tasks that can be assigned in its protocols
  •     To communicate to the security managers of the working location any security related information or non-compliance with the security plan

Objective 7: Support humanitarian activities of Action Against Hunger

  •     Support the emergency interventions of the organization as per the employee’s abilities.
  •     Support any activity that helps reaching our humanitarian goals, as per the employee’s abilities.

Objective 8: Gender & Safeguarding

  •     Promote safe and equitable environments, through knowledge and application of the protocol against harassment        and gender policy.
  •     Knowledge and compliance with safeguarding policy.

Strong background in capacity building and staff development Good understanding of key areas under FSL (CBI, FFA, Agro-Ecology, Business Management, Agricultural interventions, Market analysis Cash for Work etc.) Good understanding of the country context, good context analysis skills At least 5 years of experience working in program management position in humanitarian and/or development organizations At least 3 years of experience in managing FSL projects Good knowledge of INGOs and donor agencies procedure, guidelines and intervention in the country Fluency in English, native Arabic compulsory, Strong computer skills in Office environment and data management Based in Zahle with occasional travels to Beirut, and frequent presence in the field.
