Action against Hunger is an international non-governmental, private, apolitical, non-religious and non-profit organization created in 1979. Its goal is to combat hunger and dangerous situations that threaten men, women, and children. Currently 500 expats and more than 5,000 employees are working for Action against Hunger in more than forty-six countries working in projects concerning four areas of focus: nutrition, health, food security and water and sanitation. 

In Lebanon, the Syrian crisis continues to generate political, social, and economic pressure due to the war in Lebanon and keeps more than 1.5 million refugees in a situation of increasing vulnerability. In this environment of political, economic and social uncertainty, our teams have maintained their high levels of humanitarian response and aid to Lebanon. Likewise, our interventions have been maintained in the Bekaa and northern areas, as well as in the south of the country, with a special focus on working in partnership or in consortium with other organizations and on institutional strengthening of the relationship with both donors. institutional, such as with local authorities and entities.  

WE WORK IN LEBANON AGAINST COVID-19 

  • Focusing on Syrian refugee population and Lebanese host communities,  
  • mobilization committees, 
  • isolation centers,  
  • municipalities and service providers. 
  • Conducting training for health personnel.  
  • Distributing disinfection and dignity kits.  
  • Installing latrines for people with specific needs in Aarsal.  
  • Carrying out channel cleaning to ensure proper drainage. Distributing water through tanker trucks. 

The Fleet and Premises Officer will be responsible for:

The Fleet & Premises Officer is responsible of leading ACF premises and fleet and ensure they are properly managed and all relevant Action Against Hunger related policies and procedures are properly implemented with support of the logistics manager. This person will also ensure IT support is sufficiently provided to the base is collaboration with the coordination office in Beirut.

 

Objective 1: Fleet Management and Transport (40%)

  • Ensure an efficient transport AAH’s personnel and goods within Bekaa and to the project sites, according to the movement planning of the base
  • Liaise with the program departments and the finance department to prepare the budgeting and sizing of the fleet and analyze the real fleet needs and use.
  • Work with the programs, logistics and security departments for a better optimization of the fleet (gathering of movements, for example) and represent the base in the vehicle sharing initiative.
  • Ensure reliable and regular reporting regarding all activities link to fleet management and implement adequate actions in case of abnormal indicators. E.g.: follow up and keep records of movements, fuel consumption and maintenance of all vehicles. Submit the required reports to the Log Manager on a weekly and monthly base
  • Prepare the weekly movement planning and supervise the updated daily plan and analyze the discrepancies.
  • Supervise the head of drivers or / and the logistics assistant and communicate with Log Manager regarding accidents or incidents to ensure necessary information and reporting is provided.
  • Ensure the check of the vehicles (condition and mechanic) is done daily by the drivers with the supervision of the head of drivers / log assistant and daily/weekly/monthly follow up sheets are filled and shared.
  • Ensure (under the supervision of the head of drivers / log assistant) that all necessary items such as tools, first aid kit, car documents, maps, fire extinguisher and communication means are always in each of the vehicles at the beginning of each day and before any journey
  • Liaise with focal point in contracted taxi company to arrange staff movements, when necessary
  • Keep record and report all incidents and accidents.
  • Ensure follow up of the fleet (maintenance, repairs, use, wash, fuel, insurance, car registration) and that timely maintenance is done at regular intervals. Ensure that all repairs and car services are logged in the vehicle maintenance file
  • Ensure that all drivers records (license, registration, insurance) are up to date and properly archived.
  • Prepare the Procurement Requests for the vehicles rental and possible repairs needed and share to coordination. Share the details to the base administration department.
  • Collaborate on the green initiatives

Objective 2: Equipment, Inventory and ICT (10%)

  • Undertake inventory checks and update inventory lists
  • Ensure that users use the equipment and take care of it appropriately. Report in case of equipment misuse / damage
  • Identify problems on equipment and ensure their resolution or repair in connection with ICT Manager
  • Exercise as ICT focal point for the base.
  • Hand over equipment to staff and receive the staff clearance, keeping the appropriate documentation and signatures.

 

Objective 3: Premises Management (30%)

  • Ensure that all premises are equipped with functioning and up to date first aid kits, fire extinguishers, smoke detectors and other safety equipment.
  • Procurement of relevant items and quantities of supplies needed for Office and GH supplies/stationary
  • Support Logistics to identify suitable building for AAH Premises
  • Centralize and anticipate the logistics needs of the departments and the GH.
  • Supports with the WH management when required in terms of facilities management.
  • Manages the premises follow-up report/indicators and contract management of the premises
  • Manages the payment process for utilities and premises rentals.
  • Share updates regularly to the administration department about the logistics costs on the CCP

Objective 4: Supervision of the Team (20%)

  • Taking part in the recruitment of his/her teams
  • Organizing and leading team meetings
  • Working out and monitoring individual action plans for the team members
  • Managing planning operations, task sharing and coordination work
  • Providing for evaluation interviews for team members
  • Providing technical support to the teams
  • Identifying the training needs of the team members
  • Devising, organizing, and leading training sessions
  • Managing difficulties in the team
  • Managing the attendance and leaves of the direct team members and supervise that is well managed for the drivers

Objective 5: Security

  • Respect the security rules specified in the mission and base security plan, see to it that the team under his/her responsibility complies with the security plan and perform the security management tasks that can be assigned in its protocols.
  • Communicate to the security managers of the working location any security related information or noncompliance with the security plan

Objective 6: Support humanitarian activities of Action Against Hunger

  • Support the emergency interventions of the organization as per the employee’s abilities.
  • Support any activity that helps reaching our humanitarian goals, as per the employee’s abilities.
  • Promote gender equality within the humanitarian and/or development work

Requirements:

 

  • Secondary education or higher. University degree preferred on Business Administration, Logistics, Industrial Engineering, Information Technology, MIS, or related.
  • Valid Driving license for not less than 5 years; knowledge of driving rules and regulations and skills in minor vehicle repair; and good knowledge of Bekaa Strip roads. Knowledge of security protocols in relation to staff movements, premises and base operations First Aid Knowledge desirable Data analysis and reporting skills Experience in budgets
  • Minimum of 3 years’ work experience as Logistics Officer and/or Fleet Manager. Safe driving record
  • Desirable experience working for an international organization. Good reading, writing, and speaking skills in both Arabic and English.
  • Knowledge of Windows environment, good level in Excel, Word, Power Point and Outlook. Knowledge on accelerator an asset. Desirable experience on the use of GPS tracking software.
