Advocacy & Liaison Officer
POSITION GENERAL OBJECTIVE
Reinforce the Action Against Hunger’s Advocacy Department capacity by enhancing its context monitoring and analysis, as well as improving the working relations and networking with local authorities and relevant stakeholders in the Bekaa region.
POSITION SPECIFIC OBJECTIVES AND TASKS.
Objective 1: to closely monitor and analyse context development in the Bekaa region
Monitor and analyse the humanitarian context in the Bekaa region.
Monitor and analyse other specific issues of interest, as indicated by the Advocacy Coordinator.
Circulate this info in a systematic and timely manner to the Operation Coordinator and to the Advocacy Coordinator.
Provide the Operation Coordinator and the Advocacy Coordinator with any flash updates,
Coordinate (including by getting timely inputs from the different departments) the drafting of the section dedicated to Zahle base for the Mission’s SitRep (in coordination with the IM Officer)
Act as focal point for context updates relevant to LPC with direct contact with the CMU
Coordinate with technical teams in order to have programmatic/sectoral updates to inform advocacy initiatives
Assist in internally disseminating information/minutes of important meetings and support in knowledge management tasks (filing in No Hunger Forum, records keeping of important meetings and conclusions… )
Objective 2: To assist the Operation Coordinator and Advocacy Coordinator in the external representation of AAH and liaison with local authorities and stakeholders
Support in the update of the stakeholder analysis.
Assist the Operation Coordinator and other members of the team in general and official representation.
Systematically update minutes of meetings attended on NHF, as well as ensure that minutes of external meetings are consistently uploaded in NHF
Develop, maintain and/or reinforce a network with different representatives from local institutions and the respective administrative services
Advise the Operation Coordinator on liaison with the authorities, including drafting talking lines.
Maintain regular communication with the communities (host and refugees) and give regular feedback to the Operation Coordinator and Advocacy Coordinator.
Write, revise, and/or translate correspondence to the authorities, and translate correspondence from the authorities.
Maintain regular communication with other organization’s liaison officers to share and triangulate information.
Objective 3: To contribute to the definition and implementation of the advocacy strategy at base level
Support the operations coordinator and the advocacy coordinator to the design of an advocacy strategy at local level (stakeholders mapping, context analysis, change objectives…)
Support the operations coordinator and the advocacy coordinator to the implementation of the advocacy strategy at local level
Participate in the PRP elaboration and contribute to the discussions on the advocacy component of the plans.
Contribute to gather testimonies to feed into communications initiatives
Support in the update of the stakeholder analysis
Support in the analysis of the LPC response to feed into advocacy talking points
Report on local advocacy activities to the Advocacy Coordinator (according to agreed format)
Objective 4: Security
Respect the security rules specified in the mission and base security plan, see to it that the team under his/her responsibility complies with the security plan and perform the security management tasks that can be assigned in its protocols.
Communicate to the security managers of the working location any security related information or noncompliance with the security plan
Objective 5: Support humanitarian activities of Action Against Hunger
Support the emergency interventions of the organization as per the employee’s abilities.
Support any activity that helps reaching our humanitarian goals, as per the employee’s abilities.
