“Providing agriculture tools in Ras Balbak and Younine"

1. Description. ACF Lebanon is inviting competent and interested suppliers to submit their Bids to provide the following products:

Providing agriculture tools in Ras Balbak and Younine

Please find detail specifications in RFQ (ref. “RFQ_LB-ZB-01025”) which can be requested by e-mail

2. Deadline for submission. All bids must be submitted before 04/08/2020 (4^th of Aug. 2020) at 16:00 in a sealed envelope or by email [email protected].. Late Bids will be automatically rejected.

3. Clarification of Bid. Any request for clarification must be received by ACF by email

[email protected] at least 2 days before the deadline for submission of bids. ACF will reply to bidders' questions at least 1 days before the deadline for submission of bids.

4. Sections of Bid. Bidders are required to complete, sign and submit the following documents (Bid):

1. RFQ (signature, stamp and the date on each page)
2. Quotation filled by hand (signature, stamp and the date on each page)
3. Copy of valid registration certificate and VAT (if applicable)
4. Past Contract & References for related contracts or contracts with NGO’s or UN agencies (signature, stamp and the date on each page)
5. Experience Certificate / Work Order, Contract or Purchase order for similar work
6. ACF Good Business Regulations (signature, stamp and the date on each page)

Failure to provide all of the above and in the formats stipulated may result in disqualification

5. Award Criteria. The contract will be awarded to the technically and administratively compliant offer(s) that is offering the best quality/price ratio, taking into consideration the quality of the products offered and the price of the offer.

6. General.

- Submission of a Bid shall be deemed as an acknowledgement by the Bidder that all obligations stipulated by this ITB and RFQ will be met and, unless specified otherwise, the Bidder has read, understood and agreed to all the instructions in this ITB and RFQ. 

-  ACF is under no obligation to award a contract to any Bidder as a result of this ITB/ RFQ.

7. Cost. The Bidder shall bear all costs related to the preparation and/or submission of the Bid, regardless of whether its Bid was selected or not.  ACF shall in no case be responsible or liable for those costs, regardless of the conduct or outcome of the selection process.

منظمة العمل ضد الجوع (AAH) هي منظمة غير حكومية وغير سياسية وغير طائفية وغير ربحية ، تأسست في فرنسا في عام 1979. وتتمثل مهمة AAH في إنقاذ الأرواح من خلال مكافحة الجوع والأمراض والأزمات الأخرى التي تهدد حياة الرجال والنساء والأطفال عاجزين. افتتحت منظمة "العمل ضد الجوع" مهمة في لبنان في أغسطس / آب 2006.

2. الموعد النهائي لتقديم العرض:

آخر موعد للتقديم: يجب تقديم جميع المناقصات قبل 04/08/2020 (4اغسطس 2020) في الساعة 16:00 في ظرف مختوم أو عبر البريد الإلكتروني [email protected] . سيتم رفض المناقصات المتأخرة تلقائيًا.

3. توضيح المناقصة:

 يجب أن تتلقى ACF أي طلب توضيحي عن طريق البريد الإلكتروني

[email protected]  قبل يومين على الأقل من الموعد النهائي لتقديم المناقصات. ستقوم ACF بالرد على أسئلة مقدمي العروض قبل يوم واحد على الأقل من الموعد النهائي لتقديم المناقصات.

4. أقسام المناقصة: على العارضين استكمال وتوقيع وتقديم الوثائق التالية (المناقصة):

1. نموزج العرض (التوقيع والختم والتاريخ في كل صفحة)

2. العرض مملوء باليد (التوقيع والختم والتاريخ في كل صفحة)

3. نسخة من شهادة تسجيل صالحة وضريبة القيمة المضافة (إن وجدت)

4. العقد السابق والمراجع المتعلقة بالعقود أو العقود ذات الصلة مع المنظمات غير الحكومية أو وكالات الأمم المتحدة (التوقيع والختم والتاريخ في كل صفحة)

5. شهادة خبرة / أمر عمل أو عقد أو أمر شراء لعمل مماثل

6. وثائق التأمين الصحي والتأمين ضد حوادث العمل للعمال

7. تنظيم ACF للأعمال الجيدة (التوقيع والختم والتاريخ في كل صفحة)

قد يؤدي الفشل في تقديم كل ما ورد أعلاه وبالأشكال المنصوص عليها إلى فقدان الأهلية.

5. معايير منح المناقصة: سيتم منح العقد للعرض (العروض) المتوافقة تقنيًا وإداريًا والتي تقدم أفضل نسبة جودة / سعر ، مع مراعاة جودة المنتجات المعروضة وسعر العرض.

6. في العام:  يعتبر تقديم المناقصة بمثابة إقرار من قبل المقدم/ة بأن جميع الالتزامات المنصوص عليها في ITB و RFQ هذا سيتم الوفاء بها ، وما لم ينص على خلاف ذلك ، فإن العارض قد قرأ وفهم ووافق على جميع التعليمات الواردة في ITB و RFQ.

- ACF ليست ملزمة بمنح عقد لأي مقدم عرض نتيجة لهذا ITB / RFQ.

7. التكلفة: يتحمل العارض جميع التكاليف المتعلقة بإعداد و / أو تقديم المناقصة ، بغض النظر عما إذا تم اختياره/ها أم لا. لا تتحمل ACF بأي حال من الأحوال المسؤولية أو المسؤولية عن تلك التكاليف ، بغض النظر عن سلوك أو نتيجة عملية الاختيار.
