Background on ACTED

ACTED is an International Non-Governmental Organization registered in France with global operations in Central and South Asia, Europe, Middle-East and Africa. ACTED has been active in Lebanon since 2006 operating mainly in the North, and Beirut and Mount Lebanon, and South governorates of Lebanon.

 

Cash Program

In partnership with UNDP and ILO, ACTED is implementing Cash programs in the South and the Beqaa areas, seeking to improve the livelihood of vulnerable beneficiaries in light of the multiple crises that have affected the country in the recent year.

 

Tasks

  • In coordination with the Project Coordinator, plan an outreach strategy and lead its implementation in close collaboration with local authorities and community focal points;
  • Support the selection of project beneficiaries against specific selection criteria;
  • Present project activities in plenary sessions to project beneficiaries, and potentially support in facilitating specific trainings with support from ACTED’s technical team;
  • Follow up on the day-to-day project activities in line with the project’s planning document;
  • Maintain a close follow up with the Project Coordinator to ensure proper allocation of resources, scheduling of activities and reception of cash by project beneficiaries;
  • Liaise with different ACTED departments to ensure the successful implementation of the program (as described in the below section);
  • Ensure quality and transparency of service delivery through complying with the set procedures and process flow; contribute to strategic planning and reviews as well as identifying system improvement in coordination with management;
  • Maintain and promote safe and hygienic work environments in ACTED offices and on the project sites according to national and Donor specific standards;
  • Ensure adequate visibility of project activities (in line with Donor’s visibility guidelines).

 

Internal working relations

  • Report to Project Coordinator, including the submission of regular activity reports;
  • Liaise with Cash Officer and ensure all supporting documentation are accurately filled and collected according to the set schedule;
  • Work closely with the Database Manager for reporting of project activities and working days on a daily basis;
  • Support AME team in planning and conducting monitoring visits according to the project’s process flowchart;
  • Refer complaints and delays to relevant ACTED staff;
  • Coordinate with line manager and Security Manager on any security issue that might threaten the safety and security of project beneficiaries and ACTED staff; abide by ACTES’s internal security guidelines;
  • Participate in internal lessons learned workshops and project feedback.

 

Accountability to Communities and Beneficiaries

The Officer is responsible for maintaining respectful and strictly formal relations with the project’s beneficiaries and stakeholders. Due attention must be paid to ensuring that communities are adequately consulted and informed about ACTED programme objectives, activities, beneficiary selection criteria and methodologies. This is the responsibility of every ACTED staff member.

Knowledge, skills

  • Minimum 1-year experience in monitoring field activities with International Non-Governmental Organizations, preferably in Cash programs;
  • Excellent interpersonal and communication skills, able to adapt to different working conditions;
  • Fluent in Arabic with a good understanding and writing of English;
  • Strong organizational skills and attention to details, and ability to work independently without daily supervision;
  • Highly motivated with a desire to work with and support local communities; ability to work with a culturally diverse groups of people;
  • Very good field knowledge of the implementation area;
  • Experience/knowledge in Protection and Gender Mainstreaming is a plus, as well as a basic knowledge in agriculture.
