Project: Greening Growth
Acted is implementing a project titled: “Greening Growth: Empowering MSMEs (Micro, small, and Medium Enterprises) in the Agriculture and Agri-Food sector”, funded by GIZ (German agency of International Cooperation) which started in December 2023 until the end of November 2025. During this 24-month intervention, Acted aims to enhance the circular economy transition for MSMEs in agriculture and agri-food value chains in Lebanon' afore mentioned regions. By analyzing the MSME landscape, Acted will generate a circular economy chain MSME support report. The project will empower 15 Micro Enterprises by providing increased income and job opportunities through gender equality training, resource and technical assessments, and the creation of tailored resource management and business support plans, along with in-kind and/or technical support. Additionally, 25 SMEs will be supported for job creation, aligning with decent work standards through resource and technical gap assessments, business development, and a 3Zero training on a decent work, environmental protection, and inclusion plan. Finally, Acted will encourage community engagement through awareness campaigns, Climate-wise modules, and a Forum fostering collaboration and promoting circular economy practices.
Purpose of the tender:
Acted is seeking a consultant (or team of consultants) to develop and deliver a comprehensive training curriculum around climate action awareness, knowledge and practices for the project’s SMEs (Small, and Medium Enterprises).
The consultant will work closely with the Acted Project Manager to research, compile, and create educational content that promotes sustainable and circular strategies in the agriculture sector.
Specific objectives:
- Enhance audience awareness on the topic
- Equip MSMEs with knowledge on circular, climate-smart and climate-friendly practices, with a focus on the agriculture sector
- Promote and inspire audience for informed decisions & behaviour change in a positive manner
Expected content of the modules:
The modules shall at a minimum tackle the topics listed below. Applicants are expected to suggest more as they see fit. One module shall correspond to one topic / bullet point. The final list of topics will be finalized upon kick-off of the consultancy, taking into account their expected roll-out duration.
- What is climate change? Introduction to climate change recalling key definitions and global research pieces (IPCC), most important climate risks in Lebanon to relate. Attention shall be paid to referencing all sources
- Understanding climate policies and regulatory frameworks in Lebanon. Understanding the NDCs, GHGs, CDM, NAMAs and the role of the Government
- How can enterprises play a role in climate action, adaptation and mitigation, environment conservation and preservation?
- Understanding Climate Finance opportunities for enterprises in Lebanon
- Understanding carbon emissions and how MSMEs can contribute to a low carbon transition
- Key considerations for updating a business case for circularity and climate action. Understanding input use, energy efficiency and resource use efficiency, including providing practical examples of cost savings from such measures in MSMEs.
Language, format and style:
- The modules shall be developed and rolled-out in both Arabic and English.
- The format and style [GW1] [AH2] shall be developed using the Prezi free version and build on Acted’s existing “water-wise” modules in terms of method, structure and design, to form a harmonized overall package.
- Content shall avoid duplication with Acted’s existing “water-wise” modules. The list is provided below and the modules will be shared with the consultant upon contract signature.
- Protection of Ground and Surface Water Resources
- Improving Water Efficiency and Use
- Integrated Water Resource Management (incl. RWH and RBM: Al Ostuan, Al Assi and Ghadir case studies)
- Sustainable water infra: Urban Stormwater Management
- Where do we stand with Climate Change, and how does it affect our water resources?
- The sessions shall be designed as interactive and participatory, engaging with the audience.
- In the same vein, the modules shall include an adequate variety of presentations, worksheets, multi-media content, etc. in order to keep the audience attention.
- Calls for climate action shall be framed in a positive and constructive manner, using enterprises’ interests as entry points and highlighting their advantage in playing this role.
Method:
- The content of the modules shall incorporate key available global and Lebanese research and policy work. As such, the consultant is expected to conduct a literature review and to consult relevant stakeholders from the academia, ministries and other public institutions, civil society, private sector. Acted can support by mobilizing its existing network.
- In the same vein, the consultant is expected to include the following Acted resources:
- Acted’s available research and training modules, available globally and in Lebanon.
- Acted project inception report
- Resource assessment results generated to the 40 MSMEs
- 3ZERO assessment results generated to the 25 SMEs
- Any other relevant provided by the Acted team
- Content shall link to relevant Sustainable Development Goals as adequate.
- Before developing the full modules, the consultant shall prepare an outline for Acted’s review and validation. The outline will describe the structure of the modules, sources used and the selected information that will be incorporated. Any comment formulated by Acted should be incorporated before the outline is approved.
- The developed modules shall become the sole property of Acted.
Overall duration of the Consultancy: 3 Months
Deliverables:
- 1 preliminary outline per module
- 1 set of modules forming a harmonious curriculum as per above specifications
- 1 test roll-out with the Acted team
- Curriculum rolled out to 25 SMEs over a period of 2 days.
- 1 adapted simplified version of the curriculum for micro-enterprises and local communities.
- Workshops to be held for 100 community members divided into 25 participants per session over a period of 4 days ; 1 Day Session for each of the 25 Participants
Expert Profile
- Post-graduate degree in Environmental Science, Climate Finance, International Development or other related fields.
- Have at least 3 years of previous experience working on climate change issues, specifically with SMEs or with the regulatory environment in Lebanon
- Post graduate degree in business management and experience working directly within the private sector an advantage
- Good knowledge of national regulations affecting SMEs.
- Arabic and English language proficiency.
- Experience in development cooperation projects
- At least 3 years of professional experience in Lebanon
- Professional experience in the sector of social behavioural change
