Key Responsibilities:
· Project Planning and Implementation:
· Ensure timely and full implementation of the project proposal.
· Develop detailed activity plans with the team.
· Oversee the targeting of beneficiaries and ensure project delivery meets technical minimum standards.
· Support the Programs Coordinator in project development.
Financial Management:
· Prepare, monitor, and implement financial and procurement plans.
· Approve purchases/contracting and verify budget line allocations.
· Ensure adherence to HAND’s procurement guidelines and donor regulations.
· Monitor financial reports for accuracy and compliance.
People Management:
· Establish clear reporting lines and manage team recruitment.
· Provide ongoing coaching to improve team performance.
· Conduct regular meetings with the team to review progress and address concerns.
· Ensure timely verification of data quality.
Monitoring & Evaluation:
· Oversee beneficiary targeting and project outcomes.
· Apply a result-based management approach, tracking changes at the household and community levels.
· Undertake field visits (if safe) to monitor project activities and provide technical support.
Reporting:
· Ensure regular and high-quality reporting on project achievements and progress.
· Prepare ad hoc progress reports, interim, and final donor reports.
· Oversee the documentation cycle and ensure the accuracy of all support documents.
· Support participation in cluster meetings and donors’ meetings.
· Ensure effective communication and information sharing within the Programs team.
· Represent the organization in relevant external meetings.
Requirements:
Education:
· Advanced degree in Social Sciences, Political Science, Business, or a related field.
Professional Experience:
· Minimum 5 years of relevant experience, with at least 3 years in managing similar humanitarian projects.
· At least 1 year of experience in multi-sector humanitarian programming and security context analysis.
· Experience in humanitarian protection (e.g., case management, psychosocial support, community engagement, GBV).
Professional Skills:
· Experience in complex emergency settings.
· Strong skills in administration, finance, budget management, and reporting.
· Essential computer literacy (MS Word, Excel, Internet).
· Strong analytical thinking and strategic program development skills.
Personal requirements:
· Experience in managing similar multi-sectoral projects.
· Knowledge of established inter-agency standards and guidelines in education, shelter, BA and WASH.
· Experience in managing relationships with donors and government counterparts.
· Strong representation, negotiation, and interpersonal communication skills.
· Ability to work under pressure and meet deadlines.
· Commitment to the organization's principles and values.
· Strong leadership and people management abilities are critical.
· Capacity for strategic problem-solving and organization.
· Knowledge of donor compliance and reporting is essential.
