Oxfam in Lebanon is participating in the multi-country project titled "Group Cash Transfer (GCT): Enhancing Community Agency for Localized Humanitarian Action." funded by the Swedish International Development Cooperation Agency (SIDA). The project seeks to explore, identify, and effectively use appropriate digital solutions in GCT delivery to facilitate simple, transparent, and accountable fund mobilization within the groups. This project is designed to provide financial resources, strengthen capacity, and enhance the agency of grassroots community groups in hard-to-reach areas to confront hazards and respond to their communities' needs. This initiative seeks to expand the knowledge and evidence base for GCTs by developing and testing innovative approaches that empower grassroots community groups to address their own needs and priorities effectively. Group Cash Transfer (GCT) is a modality designed to transfer power to crisis-affected populations by providing cash transfers to groups, enabling them to implement community-led initiatives.
The primary aim of the GCT modality is to enable rapid and contextually driven responses to crises while empowering local stakeholders and decision-makers as agents of change within their communities. By focusing on locally led initiatives, the project ensures that decision-making rests with each community group, creating an environment of empowerment and self-sufficiency. With an overall objective to test, learn from and influence localized approaches to deliver Group Cash Transfer (GCT) so that grassroots community groups in hard-to-reach areas strengthen their capacity and enhance their agency to confront hazards and respond to their communities’ needs, the project can be broken down into three different results presented below.

 

In response to the invitation, the consultant/agency will have to submit a technical and a financial proposal as per the ‘ToR’. The selection committee will evaluate both the technical and financial proposal according to following evaluation criteria.
Applicants are required to submit the following documents as part of their application:
i.
Cover Letter:

A brief introduction of the applicant, highlighting relevant experience and qualifications.
ii.
Curriculum Vitae (CV):

Detailed CV of the consultant, including educational background, professional experience, and key accomplishments.
iii.
Technical and Financial Offer:

Technical Proposal: Outline of the approach, work plan, and timeline for completing the deliverables.

Financial Proposal: Detailed budget including consultancy fees, travel expenses, and any other relevant costs.
iv.
Examples of Previous Work:

Samples of previous digital applications or training materials developed and delivered by the consultant, showcasing expertise and experience in similar projects.
v.
Additional Documents:

Any other documents that the applicant deems relevant to support their application and demonstrate their suitability for the consultancy.
