Financial Management Trainer
Trócaire is a partner-oriented organisation, committed to the principles of localisation of development and humanitarian aid; including building the capacities of its local partners wherever it works to ensure their ability to operate effectively and respond to humanitarian emergencies or crises with measurable impact.
Trócaire is currently implementing a project funded by RDPP, in collaboration with three partner organizations. It aims to enhance the Financial Management capabilities of its partners. The intervention is meant to optimize and improve practices on an organisational level, targeting both finance and programs staff.
- Objective
The primary objective of this call for trainer is to provide capacity strengthening in Financial Management to program and finance staff of our three partner organizations through targeted training on financial management throughout project life cycle. The objective is to promote understanding of financial milestones and the needed collaboration between the two departments given the interlinkages between their responsibilities.
- Scope of Work
The trainer will be responsible for the following tasks:
- Material Development
- Develop and submit tailored training proposals in line with the identified needs.
- Training Session(s)
- Develop and deliver a 3-day joint training session for relevant partner staff and focal points. The trainer is expected to propose and include appropriate evaluation tools that will help in measuring the transferred knowledge pre and post training. Training material will be reviewed and signed off by Trócaire prior to the workshop.
- The training should include the following:
- Introduction to Finances in NGO setting (Day 1)
- Financial Milestones within Project Cycle Management: (Day 1 & 2)
- Initiation & Design:
- Role of finance staff in project design.
- Role of program staff in project design
- Planning & Budgeting:
- Donor regulation: how to review and cross check with organisational policies.
- Efficient staff allocation & cost-efficiency (including definition of cost-efficiency in context of humanitarian programs).
- Exchange rate monitoring, fluctuations and mitigation.
- Financial Risk management: risk identification and mitigation, fraud prevention, procurement or conflict of interest.
- Budget Forecasting: preparation of annual procurement plans & breakdown of program activities as per results frameworks / log-frames, hence complete budget forecasting accordingly.
- Execution & Implementation:
- Coordination between programs and finance departments (expenditure monitoring, procurement etc.).
- Budget vs Actuals exercise and benefits.
- Financial Reporting & Closing:
- Guidelines to the reporting process to ensure timely and clear reports (collaboration with programs team, approval process, aligning narrative and financial reports).
- Initiation & Design:
- Audit preparation, engagement and compliance (based on major donor (mock) guidelines, documentation). (Day 3)
- Reporting and Documentation
- Prepare and submit a final report detailing the activities conducted, key findings, recommendations, and outcomes of the training for the overall training and coaching.
- Deliverables
- Develop and submit training curriculum in line with the partner priority needs inclusive of proposed modalities, exercises, agenda and evaluation tools.
- Final training reports (final overall and tailored per partner) including activities, findings, recommendations, and outcomes.
- Timeline
The training will span over a period of 3 days as follows:
- Joint Training Session: [3 days]
- Time should be factored in for Trócaire to review and comment on the report and other outputs, and for the trainer to make revisions based on Trócaire’s feedback (approximately 2 days). The submitted final products will require the final review and approval by the Partnership Program Manager for the training to be brought to conclusion.
- Qualifications and Experience
- Master’s degree in Finance and/or accounting.
- Proven experience in NGO Financial Management and capacity strengthening.
- Strong knowledge of financial policies, practices, and standards in the NGO sector.
- Proven experience in conducting similar training.
- Excellent communication and facilitation skills.
- Arabic language is a must.
- Ability to work collaboratively with diverse partners.
- Strong analytical and report-writing skills.
- Proposal Submission
Proposals should include the following:
- The CV of the trainer, outlining relevant experience, accomplishments, and contact information of 2 references.
- A written technical and financial proposal[1], outlining the proposed content, schedule/work plan and the trainer’s proposed fees/daily rate, with justification.
- Conflict of interest statement: Applicants should state clearly whether they have an actual or potential conflict of interest with the staff, volunteers, and/or board of Trócaire.
- Detailed proposed work plan.

Each technical proposal will be evaluated based on technical quality; background and experience of the trainer; and value for money. Please limit your proposal to a range between 1,000 - 1,200 USD.
